To a measure that marks a significant turn in Argentine immigration policy, the Government Nacional formalized this Thursday, July 31, 2025 Decree 524/2025, through which access to Argentine citizenship for foreign people who make investments considered “relevant” in the country regulates.
The regulations of Governmentpublished in the Official Gazette, eliminates the continuous legal residence time requirement, traditionally required by Citizenship Law No. 346, and establishes a new procedure that seeks to attract abroad capitals and promote national economic development.
The initiative is part of the immigration reform promoted by the President Javier Mileiwhich had already been anticipated in May with Decree 366/2025. On that occasion, the figure of the “citizen for investment” was introduced, although without specific regulations.
Now, with the new decree, a clear legal framework is established so that foreigners can access Argentine nationality without having previously resided in the country, provided that they meet certain economic and security requirements.

The procedure will be managed by the citizenship programs for investment, a decentralized agency that depends on the Ministry of Economy. This agency will be responsible for receiving applications, evaluating whether the investment made qualifies as “relevant” and coordinating the intervention of other state agencies.
One of the most discussed points of the regulations is the definition of “relevant investment.” The decree establishes that it will be the Ministry of Economy who determines the specific criteria to qualify an investment as significant. Although exact parameters have not yet been published, minimal amounts, strategic sectors (such as energy, infrastructure, technology or agribusiness) and employment generation are expected.
State Security and Evaluation Controls
Once the application is submitted to the agency, if the investment is considered valid, an evaluation process is initiated that includes technical reports of various state agencies. Among them are the Ministry of Security, the Financial Information Unit (FIU), the National Recidivation Registry, the Renaper and the State Intelligence Secretariat (SIDE).
The objective of these controls is to ensure that the granting of citizens does not represent a risk to national security or for the strategic interests of the Argentine State. If any of these agencies advise against the granting, the agency may recommend the rejection of the application.
