Chamber of Accounts assumes 249 stagnant audits and publishes 14

Santo Domingo.-In a little over three months, the new management of the Chamber of Accounts has managed to transform the way of working of that organization, collapsed in many areas, and assume some 249 audits that were stagnant, some of them without even presenting themselves to the plenary.

This was reported by the president of the Chamber of Accounts, Emma Polanco, who said that these were initiated, in process or completed, but not presented to the plenary, so in just 100 days, the team approved and published 14 audits, including three of the current administration.

By participating in the weekly lunch of the Corripio Communications Group, the head of the Supervisory Body, explained that to achieve it, it was necessary to review all the inherited work and confirm the veracity of the data.

The 14 audits exceed the production of the previous management, when only eight audits were published, while now they are ending another 10.

To this is added, that upon the arrival of the new members they found a collapsed technological system. “It was a cemetery of damaged and obsolete equipment,” said Polanco, and in that place they updated and improved the devices.

800 pay accounts
Francisco Franco, a member of the Plenary, stressed that in these first months 801 public servants have submitted their affidavits, thanks to a new digital platform and the day of affidavit. Currently, they have eliminated 120 unnecessary fields in the statement, for a 60 %reduction.
Ramón Méndez, another plenary member, commented that one of the complaints that legislators had was precisely the form, to which efficiency has increased.

He also announced a proposal to reform the law of affidavits, in order to simplify processes, implement digital signature and facilitate automatic inspection by interconnection with other institutions.

Turn to digital
The entity’s goal is to connect with all the state systems so that the Accounts Chamber can monitor public spending, loans, purchases and hiring in real time.

According to the vice president of the Chamber of Accounts, Francisco Tamárez, this would allow for faster and more effective preventive audits, and shorten the processes that may take more than a year.

“We are working so that many audits can be done much from our headquarters; that you only have to go to the audited institution to confirm data,” said Tamárez.

Team union
While Méndez said that despite inheriting an entity with a toxic atmosphere, they have constituted a space of governance and unity among its members, approving about 25 resolutions to unanimity.

Polanco said that what failed in the last management was the application of soft skills such as companionship, working as a team and understanding that each one has a different character and criteria, and we must reconcile.

They need auditors
Méndez said that when 176 auditors began management, they had resigned. While now 500 employees, at least 250 are auditors.

Polanco said today they will open a public tender to hire at least 50 new auditors, with updated training and experience in recognized firms, since almost 50 % of the auditor staff are retired.

Now, there are only 30 groups of auditors, but 50 to 70 would be required to expedite.
Griselda Gómez acknowledged that although no budgetary irregularities were detected in past management, there were imbalances in the Chamber. “We had auditors with salaries of RD $ 62 thousand. We reorganized the scales and dignify the inspection work,” he said.

Forensic audits
Highlighting that the interaction with the Public Ministry is some routine, Fabio Roa, audit director, explained that a special team for forensic audits was created, at the request of that entity, being a key technical ally for judicial investigations.

He stressed that there are 723 auditable entities in the country and that Senasa is in auditing.
