The Ministry of Commerce, Industry and Tourism enabled the Decree project that seeks to modify Decree 2147 of 2016 and integrate the actors of the popular economy into the free zone regime. The main objective of the project is to expand the scope of the free zone regime through mechanisms that favor the inclusion of sectors traditionally outside these dynamics. In that sense, Specific conditions for the declaration of this type of zones are established, including investment requirements and employment generation goalsoriented to the consolidation of formal productive activities.
In addition, The decree draft contemplates that the productive units of the popular economy may operate within free zones through associative or individually. These may access technical assistance programs, business strengthening and financing mechanisms, in coordination with the Ministry of Commerce and other national government entities.
