The global fines imposed by the INE amount to 6.3 million pesos, in the case of the Official Procedures in the field of inspection.
Later, the INE closed the control of the judicial election and, for irregularities in income and expenses, determined additional fines for 18.3 million pesos to federal and local judicial candidates.
Accordions, a mystery without clues
From the global amount of sanctions (6.3 million pesos), for the benefit obtained when appearing in accordions, fines imposed on judicial candidates in Mexico City are also detached, who added a million pesos together; Another Sonora block 508,000 pesos and fines for judicial flag bearers of Michoacán are also outlined.
After being that judicial candidates appeared in physical accordions and also in other electronically distributed, the fines doubled. Only for this case of lists the most fined minister was Loretta Ortiz: he obtained two totaling 255,000 pesos. Meanwhile, Irvin Espinoza, elected minister, was the one who obtained the least (79,198 pesos).
The sanctions were agreed by majority of the INE, after declaring that the judicial candidates did obtain an improper benefit.
They detailed that the only allowed propaganda was what could pay their bag and, since 448 judicial flag bearers were demarcated from the “voting lists”, it was confirmed that these were financed by third parties and, therefore, were illegal.
The INE resolved the prosecuting procedures in the field of inspection, derived from complaints, most about accordions, and approved the inspection opinions to judicial campaigns.
Although some files will remain open to continue inquiries about the origin of the financing and distribution of accordions, the Prosecutor’s Office specialized in Electoral Crimes (Fisel) was given.
With six votes and five against it was rejected to return the files to carry out more investigations around who paid and distributed the listings.
In the discussion, the directors Martin Faz, Dania Ravel and Arturo Castillo accused that there was a lack of exhaustivity in the inquiries and requested to return a part of the files to the Technical Unit of Control (UTF) to follow the proceedings.
For example, they pointed out, the candidates for ministers were not required, despite appearing in the accordions.
17 of 29 complaints and 345 offices related to accordions that, in a physical or digital way, were prepared and distributed.
“It was possible to be certain of the elaboration of at least 336 physical specimens, without having a certain and determined figure, through ideal, suitable and sufficient evidence (on its financing),” the UTF determined in general terms.
“From the information obtained in the investigation, there were no elements to prove that the candidacies identified in the accordions and voting guides had direct responsibility on their elaboration and distribution; however, as a result of these actions, a benefit to the candidacies contained in said propaganda was generated,” he adds.
In addition to the folder, six of five CEOs of the INE decided not to initiate crazy procedures against the natural and moral persons that ignored the requests for information made by the UTF.
