In August 2020, Paccori Ludeña, as the legal representative of the Nueva Italia consortium, won a tender of almost 700,000 soles for the maintenance of a 12-kilometer rural road. But the contract was extended after another addendum was achieved for the construction of four speed bumps, for which a payment of 147,000 soles would be received.
The payment of the work would be given at the end of the work. Nevertheless, Paccori did not comply with the execution, but he did charge for everything offered. According to Palacios Arias, the advisor presented a document with false evidence on December 29, 2021 to show that the work had been completed. Two days later, the municipality canceled the 147,000 soles to the now advisor.

Regidora denounced before the municipality and was ignored
The councilor of the municipality of Chanchamayo filed a complaint with the municipal institution but, according to her testimony, it was ignored. In this way, she decided to go to the Prosecutor’s Office to formalize the complaint; therefore, on the last February 8, the staff of the Public Ministry arrived in the area to verify what was said.
For its part, Manuel Paccor admitted that he has collected the money for the construction of the road; however, he stated that he did not submit a document with false photos in order to make the payment. This is striking, since apparently he would not have delivered any proof of the completion of the work, but the municipal entity disbursed him the money anyway.
