The General Council of the National Electoral Institute (INE) plans to impose on Monday economic sanctions on nine elected ministers for the use of accordions during voting by members of the Judicial Power of the Federation, held last June. The fines range between 39 thousand and 127 thousand pesos, although their removal of the position is not contemplated.

According to the project related to the administrative sanctioning procedure in the field of control, it is proposed to sanction 118 candidates who were elected in different judicial positions, from ministers of the Supreme Court of Justice of the Nation (SCJN), to magistrates of the Electoral Court of the Judicial Power of the Federation (TEPJF), of the Court of Judicial Discipline (TDJ), of district courts, as well as judges, as well as judges, as well as judges have counted on An advantage over other candidacies.

In the case of those who will integrate the SCJN, it is proposed to fine the next president of the highest court, Hugo Aguilar Ortiz, with 39 thousand 712 pesos. Minister Loretta Ortiz would be imposed the highest sanction within this group: 127 thousand 508 pesos.

Other planned sanctions are 95 thousand 490 pesos for Yasmín Esquivel, 44 thousand 690 pesos for Lenia Batres and 62 thousand 905 pesos for María Estela Ríos. Fines of 40 thousand 277 pesos are also contemplated for Arístides Rodrigo Guerrero, 47 thousand 179 for Giovanni Azael Figueroa, 39 thousand 599 for Irving Espinosa and 69 thousand 15 pesos for Sara Irene Herrerías.

Members of the Discipline Court, penalized

In the case of the new court of judicial discipline – an organ that will replace the Judicial Council and will be responsible for investigating and sanctioning judges, magistrates and judicial officials -, fines that range from 133 thousand to 146 thousand pesos are also outlined, also for the appearance of the beneficiaries in the aging.

For the future head of the court, Celia Maya proposes the highest fine: 146 thousand 884 pesos. Bernardo Bátiz would be sanctioned with 133 thousand 884, Eva Verónica de Gyves, with 146 thousand 632, to Rufino H. León, with 39 thousand 33, and Indira Isabel García, 27 thousand 379 pesos.

The file includes evidence of printed copies of the accordions, as well as five websites – among them that of jurists for the transformation – in which voting guides with suggested profiles were offered.

The project establishes that the Supervisory Commission modified the draft discussed last Friday, defining that accordions should be considered a prohibited contribution, since they directly benefited various winning candidates. Therefore, it is proposed to sanction with 10 percent of the corresponding campaign expenses cap, both at the federal and local level.

The fines were individualized considering the economic capacity of the candidates to face the sanctions, as well as the level of exposure they had. In some cases, only a public warning is contemplated.

This procedure arises from various complaints about the alleged improper use of public resources, related to the promotion, financing, dissemination and delivery of illegal propaganda materials – the calls accordions– For the benefit of judicial candidates linked to the Morena party, which would violate equity in an extraordinary non -partisan electoral contest.

Although Morena, the Labor Party (PT) and the Green Ecological Party of Mexico (PVEM) were also investigated for their possible participation in the financing of these materials, the complaints against them were considered unfounded as conclusive evidence was found that accredited their direct involvement in the distribution or contracting of the websites involved.
