The project raises a licensing and control model for the production and sale of cannabiswhere the participation of small producers, peasants and communities that have been affected by criminalization would be prioritized.
Within the legal framework proposed by the project, they seek controlled and responsible access to the production, distribution and consumption. “Cannabis regulation is not a door to chaos, but a commitment to peace, rural development and damage reduction. It is time for Congress to legislate with courage, based on evidence and not on prejudices, ”said Representative Ocampo.

This is not the first time that the initiative arrives at the Congress of the Republic, it had already been debated in previous legislatures where it reached significant advances, now returns to the parliamentary debate with the support of congressmen from different banks, social organizations and experts in drug policy, public health and human rights.
