56 % of the country’s municipalities and districts supply drinking water in urban areas And only 9.7 % do so in rural areas, according to the most recent monitoring carried out by the Ministry of Housing, City and Territory to use the resources of the General Participation System (SGP) during validity 2024.

The report revealed that one in eight municipalities in the country has total aqueduct coverage, and that the urban coverage of the service reaches 79 % of territorial entities. Regarding the continuous supply of the Aqueduct Service, 572 municipalities and districts reported benefit between 23.1 and 24 hours a day, while the national average was 22.6 hours per day in 2024. Compared to 2023, this indicator increased an hour, since in that year the national average was 21.6 hours a day.
Of the total of the 1,103 municipalities and districts of the country, only 80 comply with all indicators of water supply suitable for human consumption in urban and rural areas. Also, 539 municipalities comply with the wastewater treatment indicator, while 1,021 comply with the adequate final disposal of solid waste.

“Only 51 municipalities and districts comply with the four indicators that make up the water supply component suitable for human consumption,” The Ministry of Housing indicated. This component includes coverage, continuity, quality and risk management in the supply of drinking water.
Regarding the coverage in sewerage, The report indicates that the least compliance is presented in rural areas, where only 24.6 % From the territorial entities they reach the required levels.
The monitoring also identified 28 municipalities that have been classified at high risk in a recurring manner between 2021 and 2024. Of these, of these, Five are in the department of Bolívar, three in Cauca, two in Chocó, Córdoba, Cundinamarca, Santander, Sucre and Tolima, and one in AmazonasAntioquia, Caquetá, Guainía, Magdalena, Nariño, Putumayo and Vaupés.

As for eligible expense activities, the report indicates that “53 % of the municipalities and districts of the country do not comply with the corresponding indicator.” This indicator measures whether SGP resources are executed based on the purposes established by current regulations for drinking water and sanitation.
Despite this, the Ministry of Housing reported that of the total resources available to the sector, equivalent to $ 2.8 billion, 91 % was allocated to adequate uses. “Only \ $ 229 billion presented unseaded uses”the entity said.
Regarding the budget component related to the subsidies to the domiciliary public services of aqueduct, sewerage and toilet, the report states that \ $ 1 billion, that is, 28 % of the total, was forced to finance this item. However, 396 municipalities and districts did not report obligations or subsidies for any of the services, or reported obligations or payments below 15 % of the available resources.
This behavior, according to the Ministry, is not aligned with the provisions of the current regulations for the allocation and execution of the resources of the General System of Participations in Subsidies.
