President Luiz Inacio Lula da Silva participated on Friday (25) of ceremony in Jardim Rochdale, Osasco, in the metropolitan region of São Paulo, for the national announcement of the new PAC Selections 2025 Viva Periferia – Urbanization of slums. There will be another R $ 4.67 billion for shares in 49 peripheral territories of 32 municipalities of 12 states.
Proposals qualified in the National Team involve 5,606 housing units of Minha Casa, Minha Vida, 8,434 housing units with financing, 8,465 housing improvements and the benefit to 375 thousand families. Projects now follow Caixa’s financing flow for hiring.
During the event, the contract of the second phase of the urbanization of the community historically affected by flooding was signed. The site had benefited from previous PAC investments, now migrated to the new PAC, with all R $ 200 million federal funds.
In the new contract, R $ 82 million is foreseen for the urbanization of the community, including the construction of urban infrastructure (paving, microdrainage, macrodrainage, sanitary sewage collection network, water supply, electricity network and lighting), environmental recovery, land construction, construction of 166 new houses and improvements in 319 housing units with 481 families.

Lula recalled that PAC Selections was made to meet the priority demands of the municipalities.
“[Se o prefeito] Subscribed and the project was approved, he will receive money, like his Lula or does not like, he will receive because the project has consistency, ”he said, commenting that he makes no distinction between the representatives due to political party.

Before the event, Lula visited the 13 favela and charged the swift progress of the housing project by Caixa Econômica Federal. “We are releasing money, financing, today we have given an authorization. The Ministry of Cities together with the mayor will stay on Caixa so that Caixa does not make bureaucracy and free that money soon,” he said.
Of the total resources of the new PAC Selections Periphery Viva – Urbanization of Favelas, R $ 2 billion will be allocated to 13 communities from the State of São Paulo. In Osasco, the investment will be $ 200 million for the 13th favela, in the Jaguaripe neighborhood, and for the Limit community, in the Santa Maria neighborhood. The initiative foresees the construction 240 housing units for the 13 and 194 favela for the limit favela.
In the municipality of São Paulo, a technical advice will elaborate the action plan periphery Viva, to analyze the needs of the municipality and the population, in addition to the infrastructure works. The Minister of Cities, Jader Filho, stressed that this is the second stage of the project and that, in the previous stage, the federal government invested $ 88 million.
“We will serve 12 states of the Federation and we will make interventions in 49 communities in Brazil. And these interventions are very important, because we involve housing units of My House, My Life, we take channeling, treated water, exhaustion, culture equipment,” said the minister.
Son also said that along with the infrastructure, the works bring dignity to the communities, respecting the residents and understanding what they need most. “It is not us to get there and do an intervention without even hearing what the needs are. Because those who know, who understands what the community needs is you. And then we need to hear before doing,” he said.
In his speech, the mayor of Osasco, Gerson Pessoa, said he was happy for the support of the federal government. “I want to thank the periphery secretary, Guilherme Simões, who always received us in Brasilia so that we could present our projects there.”
He took the opportunity to ask for government attention to projects of the city, registered in Minha Casa, Minha Vida. “I put in my government plan a very bold goal. I want to deliver 2,000 houses to the Osasquense people. And I know that alone I will not achieve this. I need the help of the state government and the federal government,” he said.
The mayor completed his speech with a request to President Lula: “I wanted to make a request to you, if possible, also authorize us with these projects so that we can achieve our goal of giving dignity and respect to the people, so that they have their own home.”
The new PAC includes a land regularization project for the areas of Rochdale 01, 02 and 03, leather hat and portal d’Oeste. The investment is R $ 3.1 million, with R $ 3.07 million federal funds and R $ 30 thousand of municipal counterpart. This will result in ownership to 1,230 families and benefit for more than 4,300 people.
For the social educator, René Loiola da Cruz, 37, Rochdale’s infrastructure has improved a lot. He has attributed these improvements to the resources for the neighborhood since the government of Dilma Roussef.
“The channeling of the neighborhood was PAC 2 money. These new funds will be a relief for residents here, because there are a lot of people who need housing in the region. Many acquaintances have been in the rent for over three years waiting for a solution.”
The butler Sandra Andrade de Souza Siqueira, 50, lives in the neighborhood for 30 and understands that the resources will help many people on the periphery.
“It will support mothers who need to work and leave their young children at home. Lula came to add with us here,” he said.
Valdilene Guedes, 31, and is a health agent, the changes will be essential. “Regardless of Lula coming here, it is important that bringing improvements and renovations to the neighborhood and the general population.”
