The National Government, headed by the Ministries of Agriculture and Rural Development, Commerce, Industry and Tourism, and Interior, announced this Thursday that after 11 days of rice arroero the blockages will be lifted in the closed roads, after reaching an agreement with the producers mobilized in the rice strike, a historical agreement with the National Committee of the Arroero stop has been reached.

What remembered?
1. Regulation of the price of Paddy Verde rice
• The National Government, in use of legal and regulatory faculties, will submit the regular Liberty Regime of Paddy Verde Prices.
• The parties accepted the calculation formula established in the resolution proposed by the Ministry of Agriculture and Rural Development and its respective justifying memory, and agreed that the established prices guarantee production costs to the producer without utility generation.
• Today, before the Superintendence of Industry and Commerce (SIC), the draft of the resolution in order for this entity to issue the concept of the law of the competition, within the framework of the provisions of Law 1340 of 2009.
• Once this concept is issued, the Ministry of Agriculture and Rural Development will issue the resolution subject to this Agreement.
2. Commercial defense measures
The Ministry of Commerce, Industry and Tourism will evaluate the viability of promoting the implementation of commercial defense measures and measures based on the policy of smart tariffs against imports of Paddy rice and/or white rice, if the conditions established by the applicable standards are verified.
3. Creation of Technical Commission
The creation of a commission was agreed to participate with both parties whose objective will be:
• Identify and implement the mechanisms contemplated in the Law that allow the producers and producers affected by the fall in Paddy Verde Prices from June 26, 2025 to the date of issuance of the resolution that will submit to the Regime of Freedom Regulated Price to the Uncompassed Agricultural Product, Rice Paddy Verde.
• Retomar, strengthen and implement the package of measures that contemplated direct support for commercialization, Fonsa and the Access to Agricultural Inputs – FAIA in the first quarter of the year 2025, without prejudice to the identification of other mechanisms established in the law that allow guaranteeing the same purpose.
4. Water use rate (TUA)
The Ministry of Environment and Sustainable Development will carry out a technical table with the National Rice Stop Committee in order to seek a final solution that allows to adjust the system and method of the economic instrument that allows just access to the water for the agricultural sector.
5. Pension and parafiscal management unit (UGPP)
The Ministry of Finance and Public Credit will lead a technical table in order to review the sources of information, such as the input to resolution 209 of 2020 for the determination of cost presumption.
6. Controls to collection centers
The Fiscal and Customs Police (POLFA), in coordination with the National Taxes and Customs Directorate (DIAN) commit themselves to carry out controls in the collection centers and in the mills in the places agreed on the table, in order to review the stocks and their origins.
7. Completion of mobilization and restoration actions of mobility in the country’s roads
With the signing of the minutes, the National Rice Stop Committee expresses its compliance with the agreed agreements and, consequently, declared the national strike rice strike and suspended all the closures of roads and/or demonstrations associated with the rice mobilization, initiated on July 14, 2025. All this without prejudice to the socialization scenarios that this implies in the various regions.
Finally, the parties left two records:
1. The National unemployment Committee reaffirms its willingness to resume the mobilizations that it deems pertinent in the future and as a result of the monitoring of compliance with the agreed here.
2. The National Government reiterates its vocation for dialogue and its invitation to the National unemployment Committee always prioritizing the routes of understanding.
