São Paulo, Minas Gerais and Rio de Janeiro are the three units of the Federation with the largest number of adhesions to the agreement that the federal government proposed to enable the return of illegally discounted values of social security benefits from millions of retirees and pensioners throughout Brazil.
According to the National Institute of Social Security (INSS), 1,052,128 of people have already formalized the request for reimbursement. Of these, 196.160 reside in São Paulo; 99,949, in Minas Gerais and 93,738 in Rio de Janeiro.
Then come the states of Ceará (56,417); from Pernambuco (50,206); Rio Grande do Sul (48,316) and Maranhão (43,116). Until the morning of Thursday (24), Roraima was the state with the smallest number of adhesions (1,960)
The details released by the INSS confirms that the Scheme of illegal discounts revealed by the Operation Without Discount, which the Federal Police (PF) and the Comptroller General of the Union (CGU) triggered on April 23 this year, made victims in the 26 Brazilian states and the Federal District (DF).
According to PF and CGU, civil associations, unions and other class entities have fraudumed the INSS by getting the municipality to discount, directly from the benefits paid to millions of retirees and pensioners, the so -called associative tuition fees – contributions that people pay periodically to be part of a particular entity. Of the 9.3 million beneficiaries consulted by the INSS on discounts, just over 2.05 million are able to join the agreement.
About 533,000 INSS beneficiaries who joined the agreement until last Monday (21) will be contemplated later this week. From there, the reimbursement schedule provides for daily payments, in lots of up to 100,000 people, until all are reimbursed. Payment will follow the chronological order of adherence to the agreement, that is, those who adhere to the agreement will first receive first.

Customer service channels will remain open and will be available until at least November 14, 2025. Those who have not joined the federal agreement can do so through my INSS application or post office agencies-it is not possible to join Central 135.
Adhesion is free, does not require sending documents and allows beneficiaries who have suffered improper discounts between March 2020 and March 2025 receive without having to go to court, administratively.
