Who is Jaime Romero Bonilla, the new head of the ATU?

After the resignation of David Hernández, the Government appointed Jaime Romero Bonilla as the new president of the Board of Directors of the Urban Transport Authority for Lima and Callao (ATU)through Supreme Resolution No. 007-2025-MTC. Its incorporation marks the beginning of a new stage for the entity responsible for reforming the mobility system in the capital.

Romero Bonilla has a degree in Business Administration from the National University of San Marcos, with postgraduate studies in economic and political development at the Center for High National Studies (CAEN).

With more than two decades of experience, he has held positions in key entities such as Protransporte, the Municipality of Lima, the Tax Administration Service (SAT), the Regional Government of Callao and the Public Charity Society of Lima.

It highlights its participation in the implementation of the Bus Rapid Transit (BRT) System to Natural Gas and its coordination in areas of planning, urban transport and finance.

He has led public investment projects and public-private associations, working with multilateral organizations such as the World Bank and the Inter-American Development Bank (IDB). He has also collaborated with the Comptroller General of the Republic in control processes under the concurrent control model.

The appointment of Romero Bonilla occurs in a context in which citizens demand urgent improvements in urban transport, including the integration of transport modes, the formalization of the collective service and the impulse of clean technologies. His experience and technical profile could be decisive to face the challenges facing ATU in the coming months.

In 2023, the Corporate Provincial Prosecutor’s Office specialized in corruption crimes of Callao officials requested a sentence of 5 years and 11 months of effective prison against the then regional governor of Callao, Dante José Mandriotti Castro, for the alleged crime of aggravated collusion.

The accusation also included the then general manager of the Regional Government, Jaime Romero Bonilla, and other officials, for alleged irregularities in hiring services during the XI Gore Executive in 2019.

According to the fiscal thesis, there would have been contracted by favoring and overvalued non -justified services, generating an economic damage of S/ 32,348 to the State. The accusation is based on 34 elements of conviction, including reports from the Institutional Control Body (OCI) that detected overvaluations of up to 200% in some services.
