Santo Domingo.– The Dominican President, Luis AbinaderLaw 45-25 promulgated on Tuesday, which orders the Fusion of the Ministries of Finance and the EconomicsPlanning and Development (MEPYD) in a new entity called Ministry of Finance and Economics.
This institutional transformation also repeals Law no. 496-06, of December 28, 2006, which created the then Secretariat of State for Economics, Planning and Development.
The regulations, approved of urgency by the Chamber of Deputies in the session of July 15, 2025 and previously sanctioned by the Senate on May 22, seeks to improve the articulation between fiscal policy and the Planning and Public Investment System, aligning with the principles of efficiency, fiscal sustainability and good governance.

Institutional strengthening
The legislation reorganizes the organic structures of both ministries, consolidating them in a single governing body of the country’s economic, financial and planning policies.
With the entry into force of this law, the Ministry of Economy, Planning and Development is suppressed, and its essential functions in planning, economy and public investment will be assumed by the new Ministry of Finance and Economics.
Likewise, certain powers, such as those related to international cooperation and territorial planning, will be transferred to the Ministry of the Presidency.
The vice ministerial structure will also be reorganized, integrating functional areas such as Treasury and Heritage, Budget and Accounting, Planning and Public Investment, Fiscal Policy, Public Credit and Economics.
The new ministry is established as the governing body of the National Planning and Public Investment System, as well as macroeconomic and fiscal policies.
In addition, the law includes provisions to guarantee the continuity of public services, ensure an orderly transition to the personnel and establish the corresponding deadlines for the normative, administrative and budgetary adaptation.
This reform is part of the lines of action of the National Development Strategy and the General Plan for the Reform and Modernization of the Public Administration, and responds to the government’s commitment to provide the Dominican State with more rational, effective and results -oriented structures.
