The employees of the National Institute of Social Security (INSS) and the federal medical experts will again gain productivity bonuses as an incentive to reduce the waiting line for the analysis of social security and care benefits.
A provisional measure was signed by President Luiz Inacio Lula da Silva after the INSS line increased by 2024, surpassing the mark of two million people expecting requests from requests.
Published in extra edition in Official Gazette of the Union (DOU) On Tuesday (15), the measure establishes the Benefit Management Program. The text provides for the payment of R $ 68 to the INSS server and R $ 75 for the federal expert by process analyzed and completed.
Servers and experts that adhere to strikes or who are offsetting hours not worked are excluded from the program. The measure provides that the bonus be paid to servers and experts that exceed certain performance goals, as well as the normal working flow.
The program is aimed at proceedings that have already burst a period of 45 days for initial analysis or that have expired any other deadline set by the court, as well as social assessments for the granting of continued benefit (BPC), focused on low -income elderly people and people with disabilities of any age.
In the case of expertise, they generate bonuses those performed in units without regular supply of the service or have a deadline for scheduling more than 30 days; Those who have an expired judicial term and those who need only documentary analysis, provided that this analysis is done by the server or expert after 18h or on weekends,
The Bonus Program is effective of 12 months, extendable once for an equal period. To remain in force, however, the provisional measure that creates the INSS bonus must be approved by Congress within 60 days, also extendable once for the same period.
Budget authorization
The government has not detailed the expected impact on public coffers and said payments still need budget authorization.
An earlier Bonus program for INSS servers was created in July 2023 and continued in force in 2024, after the provisional measure was converted into law by Congress. At the time, the estimated impact was $ 129 million.
