Opening International Bidding for the Performing the Work
Finally, there were 4 companies that were presented to the International Public call for the execution of the most important project of the current departmental government period.
With quotes ranging from just over $ 222,000,000 to almost $ 339,000,000, a process of analysis by the study commission of awards of the Intendencia begins, then going under study of the OPP and the Inter -American Development Bank itself, an agency that will finance much of the work. Fulfilled all these stages will be signed by the corresponding contract.
All the companies that were presented to the call are known in the department, one of them has executed important projects in Melo and the rest of Cerro Largo. This is Cujó, Meliter, Ramón Álvarez and Incoci.
“This is a very important day for the department because what had been promised in the electoral campaign, today begins to come true with the opening of the tender for the construction of the Rambla” He pointed out Fernando Gamarra.
“We are very happy, now an administrative part begins but beyond that the most important thing is that we will be able to start the work.” The mayor of Cerro Largo added.
“We always said that this was the strawberry of the cake, which is coming true today. When some had doubts about whether or not the project was executed, today is a reality, which leaves us happy. In this way we are taking another step for the growth and development of the department” He stressed.
In about 90 days the contract could sign
“Now all the information goes to the Awarding Study Commission of the Intendance, which will do the corresponding evaluations. Then everything refers to OPP for a study that they will also do to determine if everything is coincident, later it passes to the IDB and, in case of not having observations, returns to sign the contract” explained the Architect Federico Ávila.
Taking into account all these steps that must be followed strictly, it is complex to determine an exact date for the beginning of the work. “What indicates the experience of other projects is that this process of supplying, approval and signing of the contract will demand approximately three months” The head of projects of the Intendencia de Cerro Largo estimated. “After signing the contract, the company has up to 30 days for the beginning of it” recalled.
“4 very important companies were presented. It was logical that they were magnitude for the amount of this international public tender, which the requested standards are somewhat elevated. Yes, it is wanted to be natural that it was not a tender with many offers but with the presence of the most important companies in the country” Ávila said at a press conference.
The lowest offer for the execution of the project, in this case made by the Meliter company, does not necessarily determine that it is the winner. “We mention total prices so as not to enter the evaluation detail. Sometimes the lowest offer may contain any error of some kind, whether arithmetic or general documentation that is requested, therefore we cannot ensure that the company with the lowest value is the winner” accurate.
“It is quoted in pesos and the majority was within the estimated amount that the intention over the work had” He stressed.
18 months for project execution
The award is made bilaterally between the Intendencia and the company. “OPP and IDB meet a comptroller effect. They review the information all the time to see yes we are attached to the corresponding procedures” held.
“The tender establishes works by contract for a period of 18 months and works by administration, because the Intendance always puts its counterpart both in money and works, 24 months” The head of the project area reported.
The architect Federico Ávila recalled that the project includes a total recalification of the entire traffic route that runs next to the stream. Pedestrian paths and lighting are incorporated, cycle roads and areas for various sports. “The specific summer theater building is not inside, from the walls inwards, yes, the environment that includes the entire Zorrilla park” explained.
