ELECTIONS 2026: What will the new bicameral structure be like?

The JNE establishes a distribution with 60 members in the Senate and 130 members the Chamber of Deputies. In the Senate, 30 members will be chosen in multiple electoral districts (one by constituency, less Lima that will have 4) and 30 through a unique district nationwide. As for the Chamber of Deputies, 28 places are distributed equitably among the constituencies (except Peruvians abroad and the 102 leftovers according to the electoral roll.

It is important to highlight that this distribution could change for the following elections. Likewise, the law indicates that the JNE must assign a congressman for every 160 thousand voters, which results in the increase in legislators.

Growth in the number of legislators will also mean an increase in Congress expenses. At present, this institution works with a budget that equals 0.56% of the national budget, that is, S/1,412 million, an amount close to the limit of 0.6% fixed when the return to bicamerality was approved. However, when reaching 2031 with 237 parliamentarians, it will be necessary to allocate additional funds to finance offices, advisors and administrative staff, which will imply greater budget.
