“In the Lomas de Ilo and Moquegua Hospital case, which implies former president Martín Vizcarra we have the expectation that the Judiciary finally sentenced in March. The fourth National Collegiate Criminal Court is in charge of the oral trial that began in October 2024 for the alleged crime of bribery in the Lomas de Ilo and Moquegua hospital, during its management as regional governor of Moquegua.

This case has been investigated since March 2021 after the statements of applicants for effective collaborators, who accounted for the payment of alleged bribes by companies linked to the so -called construction club in exchange for the Lomas de Ilo and Construction Irrigation Project of the hospital of said southern region.
For these facts, the Public Ministry has requested a sentence of 15 years in prison against Martín Vizcarra.

According to the Prosecutor’s Office, the then governor would have detailed that the maximum amount to be offered by the tender should not exceed S/ 81 million, so that his economic proposal should be modified, since it was initially observed.
He also indicated that, once the United Nations Evaluation of the United Nations Project Services (UNOPS), institution that reviewed the proposals, would be informed of the results so that it has no objection on the adjudication.
In exchange for this privileged information, Vizcarra would have requested 2% of the value of the work according to the effective collaborator 10-2018. This request was accepted by the consortiacies.
On November 12, 2013, UNAPS informed the consortium made up of workinas and Astaldi that his proposal received the approval and that he had been recommended to the Regional Government of Moquegua to be awarded that work.

Moquegua Hospital Case
The Public Ministry also accuses the former president of having used his position as regional governor of Moqegua so as not to oppose and sign the contract for the work ‘Expansion and improvement of the Moquegua Hospital Level II-2 ″’, for the benefit of the “Moquegua Hospital Consortium. In exchange for this, Vizcarra would have received a bribe from S/ 1’300,000.
The request would have been made through his friend, José Manuel Hernández, who took advantage of a 2013 CAD meeting, held in November 2013 in Ica, to talk with the commercial manager of ICCGSA, Rafael Granados Cueto.
The offer was carried out when the Consortium composed of ICCGSA and Incot were going to present the new economic proposal of the project, which was in the tender under the one.
The consortium in question obtained the good pro and the contract was signed on December 18, 2013, as well as an advance for the work. After that date, says the Prosecutor’s Office, which began the delivery of money to the ex -president.
As in the previous case, the payments were made in cash, but this time through his friend, Juan Manuel Hernández, with amounts that went from the S/100 thousand to the S/200 thousand. These were delivered to the Vizcarra partner in the offices of ICCGSA, while other times they were given their driver at the Vizcarra home.
The Public Ministry ensures that the ex -president would have received the money personally from ICCGSA managers.
