According to the judicial entity, the evidence obtained during the investigation demonstrated that Rodriguez allowed and facilitated irregular hiring, which affected the development and financing of the projects.
Through an official statement, the Prosecutor explained that the former mayor accepted, through a pre -agreement, the charges of “contract without compliance with legal requirements” and “undue interest in the conclusion of contracts.”

In his pronouncement, the accusing entity said that Rodríguez “omitted his duties as a president, and allowed the address of the contracting and actions that stopped the execution of the project and the timely disbursement of the resources by the national government.”

Consequently, a Criminal Knowledge Judge issued a sentence of 4 years, 10 months and 21 days in prison against the former mayor. The judgment is based, according to the Prosecutor’s Office, on two agreements signed on December 5, 2014 between Coldeportes, the Government of Tolima, the Mayor’s Office of Ibagué and the Municipal Institute for Sports and Recreation of Ibagué (IMDRI), destined for the remodeling of the minor coliseum and the pools of the sports unit of the city.
According to the report, the former mayor had the responsibility to supervise and guarantee the proper use of resources, but “allowed the IMDRI manager to open bank accounts to administer the money destined for the work”, an action that violated what was agreed in the agreements in the agreements . As a result, Coldeportes stopped the execution of the projects until irregularities were remedied.
The investigation also revealed that an advisor to the former mayor, together with other officials and individuals, directed the hiring process in favor of a specific bidder. This act excluded other possible contractors, violating fundamental principles of legality, planning and transparency.
In addition, the former mayor currently faces four judicial processes related to corruption acts detected during the XX National Sports Games 2015. In these cases, pre -corriding negotiations are also being carried out.
