Sandoval reiterated that the OCI chief has ignored the Fiscal Court of Mandatory Observance. “OCI’s staff was not trained to make an audit report because they had no experience, therefore they failed. There is a resolution of observance of fiscal obligation in which it indicates that debts of previous years cannot be determined and they in 2016 determined debts in 2015, 2014 until 2011 that is the debt that they have prescribed, ”he concluded.
