The Ministry of Transportation will implement more demanding evaluations to improve road safety.

The Ministry of Transportation has announced a reform in the process of obtaining the driving license, which will enter into force in 2025. The measure seeks to strengthen road safety and ensure that drivers have adequate preparation before receiving their permission.
The most significant change is the implementation of the Evaluation Logistic Support Centers (CALE), where applicants must overcome three mandatory evidence to obtain or recategorize their license.
Evaluations are divided into three phases:
- Theoretical test: It will consist of an exam of 50 questions extracted from a database of approximately 5,000 items. The issues include traffic standards, road safety, signage and infrastructure, and knowledge of vehicles and safety equipment. To approve, it will be necessary to respond correctly at least 80% of the questions.
- Track test: It will evaluate the applicant’s skill in a controlled environment, verifying basic maneuvers and the domain of the vehicle.
- Test on public roads: It will test the driver’s ability to manage in real traffic conditions, guaranteeing compliance with the standards and their response to different situations.
State of the regulations and next steps
Currently, the regulations of the Cale is under review. The Boyacá Administrative Court ordered to advance its implementation, and since August 2024 resolutions have been published to receive comments. At this time, the Superintendence of Industry and Commerce (SIC) reviews the process under the framework of competition.
Additionally, the Julián Esteban Law establishes that public universities are responsible for carrying out the theoretical evidence, which will have a regulated cost for a study by the National Road Safety Agency.

With these modifications, the process to obtain the driving license will be more demanding, which will force the candidates to prepare more rigorously.
