Listening to your discharges will be key. The Congress has summoned the President of the Council of Ministers, Gustavo Adrianzén, and the Minister of Education, Morgan Quero, to explain the closure of the Legacy Project, a key entity in the organization of the Pan American Games Lima 2027.
The session will take place on Monday 17, at 11:00 am, in the Special Commission for Monitoring the Pan American Games, where officials must detail the reasons and consequences of this decision, which has generated concern in various sectors.

The legacy project, created to administer and optimize sports infrastructure after the 2019 Pan American Games, played a crucial role in the 2027 event planning.
Its abrupt closure has unleashed criticism and doubts about the future of sports venues and the country’s preparation for the international event.
Legislators and specialists warn that the lack of a coordinating entity could affect the fulfillment of the commitments assumed by Peru before the organizers of the event.
As recalled, the Executive Branch gave the final lunge to the successful special legacy project (PEL). This Thursday, through Supreme Decree No. 020-2025-PCM, the government of President Dina Boluarte declared the extinction of the sports program.
This project was created in 2015 to carry out infrastructure works so that the XVIII 2019 Pan American Games can be developed.
“In order to program and execute the necessary actions, mainly public investment projects in sports infrastructure, within the framework of the master plan of the aforementioned event and the commitments assumed by the organizing committee of the aforementioned games,” he says of the decree of his creation.
Despite the great advances that this initiative meant for Peruvian sport thanks to its independence and armor against political interests, the Executive Power decided to suppress and integrate it into the Peruvian Institute of Sports (IPD).
Why do you close it?
The Executive justified the extinction of the special legacy project arguing an alleged duplicity of functions with the Peruvian Sports Institute (IPD). This conclusion was based on a methodology established in Resolution No. 013-2021-PCM-SGP, approved during the Government of Pedro Castillo. According to the decree, this duplicity requires a state reform to optimize the management of resources.
Another executive argument indicates that special projects should only exist for temporary activities. In this sense, once their objectives have been met, they must be integrated into a national entity. Under this premise, the Government determined the extinction of the legacy project, moving its administration to the IPD.
The decree establishes that the IPD will receive budgetary resources, goods, documents and obligations of the legacy project within 30 days. The measure seeks to centralize the management of sports infrastructure and resources for the Pan American Games Lima 2027.
To guarantee the process, a transfer commission will be formed within five business days. This will be composed of representatives of the PCM, the IPD, the Ministry of Education and the special legacy project itself. The Presidency of the Commission will fall on an IPD representative.
