Decree institutes rural unfolds that will help 1.3 million families

From the publication of the decree, credit institutions have up to 10 days to update the systems. After this period, family farmers, settlers of land reform, quilombolas and other traditional peoples and communities, may have access to better renegotiation and settlement conditions of their debts.

The program covers both rural credit debts and debts registered in the Union’s active debt or with installation credits of the National Institute of Colonization and Agrarian Reform (Incra). According to the Ministry of Agrarian Development and Family Farming (MDA), the version unfolds for small farmers could benefit up to 1.35 million people with delay debts for over a year, a total of 5.43 million farmers family members in the country.

A ministry survey found that of indebted families, 70% are restricted in banks and 30% with restrictions on credit protection services, many due to delays in water, electricity and telephone accounts. In relation to credit institutions, 69% of family farmers’ debts have a value of less than R $ 10,000. Among people with credit restriction, 47% have debts of up to $ 1,000.

Accession

Adhesion can be done in three ways. Who is registered in the Union’s active debt may access, from February 24, the page Regulateof the Attorney General of the National Treasury (PGFN), enter the registration of individuals (CPF), click consult debt and choose a payment option.

For debts of the National Program for Strengthening Family Farming (PRONAF), or bank debts of any kind, the family producer should seek the financial institution to regularize the situation also from the 24th, the first business day after the ten -day period of publication of the decree. If the debt is credit for the installation of land reform beneficiaries, the small farmer must go to Incra to pay off the discount debts.

MDA also guides family farmers to look for unions, associations and representative entities to receive help. The adhesion runs until December 31st.

Conditions

Renegotiation conditions and discounts vary according to the type of debt. In the case of Pronaf debts with risks fully covered by the constitutional funds (northern, northeast and the Midwest), the decree establishes two negotiation conditions: without and with amortization of the default installments. Only operations contracted between January 1, 2012 and December 31, 2022 may be renegotiated.

In the first case, the discount will range from 40% plus a fixed amount of $ 6,000 for debts over $ 50,000 to 80% without fixed additional to debts of up to $ 10,000. In the second case, in which amortization and payment capacity occurs in the definition of installments does not occur, the discount will range from 25% plus a fixed discount of $ 8,000 for debts over $ 50,000 to 65% to Debts of up to R $ 10,000.

For the debts of land reform beneficiaries contracted from May 27, 2014 to June 29, 2022, there will be 50% discounts for cocoa and environmental recovery modalities; 80% in the modalities of promotion, female, semi -arid and forest promotion; 90% in the initial support mode and 96% in housing modalities and housing reform.
