The National Planning Department (DNP) reported this Saturday, February 8 that to expedite investment in the Catatumbo, The National Government issued Decree 0131 of February 5, 2025, with the aim of accelerating the execution of projects financed with resources from the General Royalty System (SGR).

“This decree is a key tool to transform the crisis into an investment and development opportunity. By instruction of the CEO of the DNP, Alexander López will expedite the execution of royalty resources since they are fundamental to guarantee rapid and effective solutions to the affected communities ”said Jhonattan Duque Murcia, deputy general director of royalties.
Within the key measures of Decree 0131, the formulation, prioritization and approval times of projects financed with financed with Assignment for Peace, Assignment for Regional Investment and Environmental Assignment.

Likewise, the process of mandatory public calls to submit investment projects to OCAD Paz (Peace Assignment) and the Ministry of Environment and Sustainable Development (Environmental Assignment) is temporarily suspended.
According to the decree, from now on, Projects may be presented directly to the competent bodies without the public call process.
The projects can be presented by the Government of Norte de Santander, the municipal mayors of the Catatumbo Region, of the Cúcuta Metropolitan Area, and the municipalities of Rio de Oro and González, of the Department of Cesar; the indigenous peoples Motilón Barí and Afro -descendant communities and the sectorial entities of the National Government.

Decree 0131 will be in force as long as the state of internal shock lasts, allowing quick decisions without affecting transparency and good use of resources.
“Today more than ever, Catatumbo needs an immediate response. With these measures we guarantee that resources reach where they are most needed and that the investment has a real impact on the life of the communities ”concluded the general deputy director of the SGR.
