The NGO Red Balvin Anticorruption administratively denounced 23 senior management of the National Police of Peru (PNP), including the general commander of the PNP, Víctor Zanabria Angulofor irregularly removed to 48 police aggregates abroad. According to complaints, this measure was questioned for having favored police personnel linked to President Dina Boluarte, Interior Minister Juan José Santiváñez and Víctor Zanabria himself.
The affected officers had been appointed by Supreme Resolution to Misiones for the period of two years, so they had ongoing projects and international operational commitments that were abruptly completed with the removal. In addition, officers’ complaints argue that this measure also affected their families, who already had established housing contracts, medical insurance and school registrations, which caused them serious economic and logistical consequences.

One of the beneficiaries was a policeman linked to the Sheyla Condor case
Among the controversial designations highlighted that of the commander Ronald Teodosio Núñez Díaz as attached police attached in the Peru Embassy in Chile. That decision was made despite his alleged link with death of Sheyla Cóndor and of being immersed in a fiscal investigation.

What requests the administrative complaint from the General Inspectorate of the PNP?
Based on the facts set forth, the complaint requests that the PNP general inspection pay four points.
- The immediate beginning of an administrative-disciplinary procedure against the officers reported, in order to determine responsibilities and apply the corresponding sanctions.
- The preventive separation of the position of the officers involved, in order to prevent them from interfering with the investigation, attending their condition and position they occupy within the PNP.
- The Public Prosecutor’s Office is cured to proceed against the denounced officials, given that the facts configure crimes, in addition the intervention of the Police Military Prosecutor’s Office.
- The protection of administrative documentation related to these designations, to avoid any attempt to alter or destruction of evidence.
