Carlos Ferrero Costa was born on February 7, 1941 in Lima, Peru. He graduated as a lawyer at the Pontifical Catholic University of Peru (PUCP) and had a long career in national politics, mainly linked to the Possible Peru party, led by former president Alejandro Toledo.
Throughout his political life, he held key positions in the government. He was a congressman of the Republic in multiple periods and reached the presidency of the Congress in 2000. Later, he assumed the Headquarters of the Council of Ministers between 2004 and 2005, during the Government of Toledo.
