He will replace his predecessor Víctor Gobitz Cochado. Julia Torreblanca Marmanillo was elected today president of the National Mining, Petroleum and Energy Society (SNMPE), by the new Board of Directors of the Guild, to exercise the position during the 2025-2026 period.
Torreblanca is currently Vice President of Corporate Affairs of Mining Society Cerro Verde Saa, and received the position – as is tradition – of its predecessor, Víctor Gobitz Colchado.
Together with the new SNMPE holder they were elected as vice presidents of the guild and presidents of the sector committees: Gonzalo Quijandría Fernández (mining sector), Walter Sciutto Brattoli (Electrical Sector), María Julia Aybar Solís (Hydrocarbons Sector) and Juan Montoya Bamberger ( supplier sector).
Torreblanca said he assumes the presidency of the SNMPE with the commitment to work for unity and the strengthening of the energy mining union, which has an important role in the economic and social development of Peru.
“For our guild it is vital that its principles and objectives transcend in the country, since we are strategic partners of the Peruvian State in the task of building a nation with sustained development and social peace,” he said.
The business guild is willing to work with the authorities to propose better mechanisms to formalize informal miners and stop the advance of illegal economies that, associated with organized crime, have endangered the security of all Peruvians, he said.
“We have to unite to defend and strengthen the institutionality and the right to work and to live in peace that Peruvians have,” he said according to a press release from the SNMPE.
He also argued that, with the support of all the companies associated with the SNMPE, it will seek to ensure the sustainability and competitiveness of the Peruvian energy mining sector, which has as a challenge to be an important agent in the energy transition process.

Julia Torreblanca Marmanillo (President Snmpe)
Graduated lawyer of the Catholic University of Santa María – Arequipa, has specialties in mining, environmental and corporate law, as well as in financing of projects and permits. Graduate of the Senior Program of the PAD of the University of Piura.
He works in Mining Society Cerro Verde Saa since 1997, occupying different positions of growing responsibility. In April 2012, he assumes the position of Vice President of Corporate Affairs and continues to be responsible for legal areas, government relations, public and community relations, social planning, sustainability and energy. Currently, she also serves as director of the Cerro Verde Association, in charge of administering the voluntary contribution of this company.
At the union level, she has been the secretary of the National Society of Mining, Petroleum and Energy; President of the Board of Directors of the External Commerce Society of Peru-Comexperú in the 2022-2024 period, and director of the Institute of Mining Engineers of Peru in two periods. She is a member of the APEC Advisory Council (ABAC), presiding over this for 2024. Sustainable Peru Association. Director of Amcham, and is co-chair of the Consultative Council of APEC 2025.

Gonzalo Quijandía Fernández (vice president and president of the Mining Sector Committee)
Lawyer for the Pontifical Catholic University of Peru and Fellow of the Nieman Foundation for journalists from Harvard University; Graduate of the PAD Senior Program of the University of Piura and the Mining Management Program of the Pontifical Catholic University of Chile.
He has 23 years of experience in the energy mining sector and today, he serves as Director of Corporate Affairs and Sustainability of Minsur SA previously, held the same position at Barrick Misquichilca and was manager of Corporate Affairs of the Mining Company Antamina.
Currently, he is also responsible for social, legal management, permits, sustainability and communications of the mining companies of the Breca Group (Minsur, Raura and Marcobre). General Manager of Cumbres del Sur, Mining Company of the Breca Group, Minsur’s leading officer before the ICMM (World Mining and Metal Council) and a member of the Executive Committee of the Board of Directors of the International Tin Association (ITA).
In the union field, he was vice president of the SNMPE Mining Sector Committee and President of the Symposium – XV International Mining Meeting that was held in Lima in 2024.
Walter Sciutto Brattoli (Vice President and President of the Electric Sector Committee)
He is an electrical engineer, graduated with honors at the National Technological University of Argentina. In turn, he graduated in the Senior Directorate program of the University of Piura in Peru. He also participated in the special management and leadership program at the Adolfo Ibáñez University of Chile, and conducted specialized studies on economic evaluation of investment projects.
At present, he occupies the position of general manager of Pluz Energía Peru, energy distribution company. Previously, he served as Country Manager of the Bogotá Energy Group in Peru, General Manager of Electro Dunas, General Manager of Contigas, Director of the Isa-Rep company, Alternate Director and member of the Audit and Risk Committee of the company Calidda, director of the Argo of Brazil, and director in the company Linza de Colombia.
With more than 35 years of work experience, he was also a business development manager at the Blue Water Worldwide company, director and general manager of Enel Distribution Peru, technical manager at the Edelnor company belonging to the Endesa group. He developed regional activities for Argentina, Peru, Colombia, Brazil and Chile as regional technical coordinator for the Endesa Group, distribution and quality of service manager with the Enersis group. Likewise, he held important positions in the technical field in the Edesur company in Argentina.
In the union sector, he was vice president of the SNMPE Electric Sector Committee.
María Julia Aybar Solís (Vice President and President of the Sectorial Hydrocarbons Committee)
Lawyer with studies at the Law School of the Pontifical Catholic University of Peru and Postgraduate at the University of Lima. He participated in the dictation of specialization courses related to the legislation of the hydrocarbons sector, including the regulation of natural gas.
He began working in the oil and gas sector in the legal department of Perupetro. He served in the position of Legal Manager of Peru LNG from February 2006 to December 2016. Then, from January 1, 2017 to December 2023 he served as General Manager of Peru LNG. In 2018 she was appointed Vice President and since January 2024 she held the position of Hint Oil Company country manager and was appointed VP Senior.
At the union level, she is president of the SNMPE Hydrocarbons Sector Committee, a position in which she has been re -elected for the period 2025-2026.
Juan Montoya Bamberger (vice president and president of the Sectorial Committee of Suppliers)
Bachelor in the Industrial Engineering career of the Pontifical Catholic University of Peru, candidate for MBA for the University of the Pacific. It has more than 28 years of experience in finance of transnational companies, both at the local and regional/corporate level, with a trajectory in different business areas (mass consumption, telecommunications, retail sales and services).
He entered Sodexo as a financial director in 2016, assuming the position of Ggeneral Manager in January 2023, a position from which he leads the transnational business in Peru, focusing on the development and execution of the local strategy, having An additional role as a regional leader of the mining and hydrocarbons sector for Latin America.
