The decrees

In the afternoon of this Thursday, the government issued a total of three decrees, which have a clear approach to agriculture and land property in this territory.

The first of these is the Decree 106with which measures are taken to guarantee livelihoods and production of food with financing, credit and liabilities relief in the agricultural sector in the region.

In this, it is ordered to adopt measures for the protection, restoration and stabilization of agricultural activities, “Agricultural and livestock areas, irrigation systems, the restoration and conservation of agri -food systems, productive and supply chains, food supply and the guarantee of the human right to adequate food affected by serious disturbance in territorial entities

The Decree 108whose provisions are aimed at mitigating the effects derived from the public order situation regarding the ownership, possession and occupation of goods of peasants and peasants, small and medium producers.

In addition, it has in view to restore the rights and protection of the assets of victims and people in a situation of forced displacement, which have been affected by the crisis of violence in this area of ​​the country.

To this is added the Decree 116whereby environmental matters and sustainable development are taken within the framework of the declaration of the State Internal Commotion in the Catatumbo, the municipalities of the Metropolitan Area of ​​Cúcuta and the municipalities of Rio de Oro and González of the Department of Cesar.

This seeks, among other things, to suspend the process of granting licenses, permits, concessions or authorizations that are ongoing or for new projects, works or activities in the municipalities of this territory.

Later, the Decree 117by which transient measures are adopted in tourism in the frame Catatumbo Region and prevent the extension of its effects.

In this, assistance, subsidies or support for affected tourism service providers, the recovery of affected areas in which tourism activities and the infrastructure repair of tourist service providers, such as tourist homes and tourist accommodations are developed.

Decree 118 adopted extraordinary measures regarding the operational control of the
Public Force, within the framework of the state of internal shock in the region.

Here, the appointment of a military commander is regulated so that, under instructions of the president, he exercises operational control over the personnel of the Military Forces and the National Police, during the validity of the State of Interior shock in the Catatumbo.

He Decree 119 regulates the adoption of protection measures at work within the framework of the declaration within the region. This applies to all private sector companies that develop activities there.

Among the measures, it is noted that employers must enable the modality of work at home for all workers whose functions are compatible with remote performance, except for those workers whose physical presence is indispensable to guarantee the continuity of activities considered essential, such as security, supply of basic goods and essential services.

For its part, the Decree 120 Extraordinary measures are issued for the transport sector in the Catatumbo, during the state of shock.

Here the authorization is regulated to the provision of the Passenger Automotive Public Transportation Services by road to the companies enabled in this modality for the provision of the service in the municipalities that belong to the region.

Finally, is the Decree 121in which water, basic sanitation and housing measures are taken.

This defines the exceptional and urgent measures that seek to guarantee access to water, basic sanitation and housing to people who have been affected or will be due to the events that occurred in the region.
