Education maintains 70 points to pass in teacher evaluation

Santo Domingo.- The Ministry of Education confirmed Thursday that it maintains the minimum limit of 70 points of scale so that teachers receive the incentives of the Teaching performance evaluation, to which about 120 teachers will be submitted in April.

“That issue has already been discussed. The MINERD considers that the minimum score to receive incentives is from 70% in the Teaching Performance Evaluation (EDD), ”Minister Ángel Hernández reacted briefly.

Asked about the EDD score scale, Juan Valdez, director of the ADP Educational Observatory said the magisterial guild is not asking that the rating at 60 points be reduced.

“The regulations established by the qualification scale is that of the Teaching Career System of the Dominican Republic and the guide for the application of professional standards and teaching performance, not the ADP.

What the ADP requests that the current scale and resolution 29-2014 are respected, which are those that define the corresponding criteria, ”he explained.

He said that it is important to understand that the teacher performance evaluation is not an exam, but an assessment of what a teacher is able to do with the resources and means that the State and the educational system provide.

In that sense, since the majority of studies on the state of education in the country demonstrate that the operational capacities of the schools “are seriously limited” and the proposal of Minister Ángel Hernández to raise the performance requirements of 60% 70% for Valdez lacks foundation. He affirms that this position has no support in the reality of the conditions in which schools operate, nor in scientific evidence.

“The teaching performance is not evaluated with a quantitative score, but with the percentage of compliance with indicators established in three dimensions and eleven standards; These indicators are evaluated taking into account the context and conditions in which teachers work in the our education system, which cover the essential knowledge of teachers, their attitudes and performance. The current regulations establish five levels of performance, ”said Valdez.

He added that raising the threshold from 60 to 70%, without taking into account that this is inadmissible, given the conditions of public schools, which could hinder the continuous improvement process of teachers.

He said that this would eliminate the possibility of offering focused and effective support, necessary for teachers to reach their maximum level of professional performance, which would directly benefit students and the educational quality in general.

Evaluation scales
Deficient
: Teachers who meet less than 60% of the indicators. They do not receive economic incentives and must spend a year of training before being evaluated again.

Regular or improvable: Teachers who meet between 60% and 69% of the indicators.
Good, very good and excellent: teachers who meet 70% to 100% of the indicators.
