The Federal and Rio Grande do Sul governments held on Tuesday (28), in Porto Alegre, the first meeting of the State Monitoring Council and works for the state’s reconstruction, devastated by rainfall in May last year. Representatives of the two spheres of the public power are part of the Board.
During the meeting, the Minister of the Civil House of the Presidency of the Republic, Rui Costa, announced the new phase of support from the federal government to Rio Grande do Sul, with structuring works to increase the state’s climate adaptability to face rain and recover structures Destroyed by the full 2024. The actions will be carried out through the new PAC, investment program coordinated by the federal government, which aims to ensure more safety and quality of life for the population of Rio Grande do Sul.
Full protection systems will be built with Union resources that make up the infrastructure support fund for recovery and adaptation to extreme climate events. The works will be carried out by the State Government, in partnership with the municipalities involved. The fund of R $ 6.5 billion will be administered by Caixa Econômica Federal.
Among the projects listed as priorities by the Civil House are:
· the construction of dikes to control water from rivers and lakes and avoid flooding in the municipalities of Porto Alegre, Alvorada, Gravataí, Viamão and Cachoeirinha;
· the rainwater pumping station in Eldorado do Sul;
· The dike system with elevation and protection in Canoas, Esteio, Sapucaia do Sul, Nova Santa Rita, Rolante, Novo Hamburgo, Campo Bom, São Leopoldo, Igrejinha and three crowns;
· Bombs house in São Leopoldo;
· Improvements in protection systems with rainwater galleries, closed channels, rainwater pumping station and open channels, benefiting the entire metropolitan region of Porto Alegre.
“These great works have guaranteed resources. Once bid, the work will not have a risk of continuity due to the absence of appeal, ”said Minister Rui Costa.
The meeting was attended by Governor Eduardo Leite and mayors of Rio Grande do Sul municipalities. Accompanying the head of the Civil House, Rui Costa on this official visit to the Minister of Health, Nísia Trindade, and the acting minister of integration and regional development, Valder Ribeiro, as well as the president of Caixa Econômica Federal, Carlos Vieira, and the federal deputy and former minister of the Extraordinary Secretariat for Support to Rio Grande do Sul Paulo Pimenta. The entourage will be three days in the state for meetings with municipal managers.
In the opinion of Governor Eduardo Leite, the board meeting for interaction and compatibility of projects and programs for state reconstruction demonstrates the effort of federative coordination. “The municipal, state, and union instances need to dialogue permanently and jointly build solutions.”
Compensation
Regarding the values of indemnities to citizens who have commercial or residential properties in areas that will receive major structuring works, Rui Costa denied that the ceiling for these values will be that of the Federal Program Minha Casa, Minha Vida. “All compensation for the necessary expropriations will be according to the legal norm: by evaluation of the place,” said the minister.
Rainfall
The head of the Civil House classified the heavy rains that hit the state in April and May last year as the largest climate tragedy in the country’s history. The floods caused the death of 183 people and left 27 missing, according to the Rio Grande do Sul Civil Defense balance.
At the time, the Ministry of Regional Integration and Development officially recognized the state of emergency in 323 municipalities and the state of public calamity in 95.
