After five hours of meeting between representatives of various peace sectors of the National Government with the Minister of the Interior, Juan Fernando Cristo in Cúcuta, it was determined to execute various strategies that would resolve the humanitarian crisis in Catatumbo through the decree of internal commotion.
The mayors of the various municipalities of Catatumbo, leaders of social organizations and the Governor of Norte de Santander participated in the meeting. William Villamizar, whose topics analyzed are related to the social transformation of Catatumbo.
He indicated that the President of the Republic, Gustavo Petro, will lead the Council of Ministers, next Monday, January 27 in Ocaña, where the measures to be carried out in economic and security matters will be socialized through the decree of Internal Commotion.

“Five fundamental axes will be taken into account to be executed according to the request made by the mayors and the community itself, The first is related to the road infrastructure that is part of the Catatumbo pact, the Government’s commitment is to accelerate the various projects through internal commotion,” said Minister Juan Fernando Cristo.
According to the minister in road matters, the National Government is committed to finishing the Tibu – La Gabarra road towards the Venezuelan borderthe transversal of the Catatumbo, the Tibu la Mata road which is the exit from the Catatumbo region towards the Coast and the execution of the internal road rings of the Catatumbo that has been demanded for ten years when the peasant strike was carried out.
Likewise, it is committed to the recovery of hospitals, health posts and medical personnel.

The second strategy is related to the characterization of peasant families, knowing who can really return to their territory and the guarantees granted by the National Government. There is fear because the ELN is dispossessing several families of their lands. and it seeks to guarantee the rights of farmers to recover them as soon as they return to their homes.
The third strategy is related to the execution of the crop substitution program, seeking to advance in meetings with rural development agencies with the peasant communities, the mayors of Tibú and Sardinata, what is the substitution model to be implemented through the decree of internal commotion, the resources required will be applied.
The fourth strategy is to guarantee security and economic stability to the peace signatories, for the 400 signatories who remain in Catatumbo, who demand better living conditions, there is a report of 14 missing people, the task is to know their situation not only in Caño Indio of those who have been fulfilling their commitment to peace. peace from legality, said Christ.
And the fifth point is related to the security of the mayors of several municipalities of Catatumborepresentatives, social leaders and peace signatories who are victims of threats, a special program is being sought with the Protection Unit on a temporary basis to adopt security schemes.
“The non-implementation of the fish process in the previous Government, allowed us to strengthen the various actions of the armed groups, both in Catatumbo and in the south of Cesar,” said the interior minister.
Cristo pointed out that the Government’s priority is strengthen security so that displaced families return to their respective territories and through military actions weaken the ELN.
