Proof of this is that in mid-November the Attorney General’s Office reported that despite the warnings made months ago to speed up the modernization of computer systems, the entity continues to present problems and to date this renewal continues with a significant delay.

“The outlook is darkening for the tax entity with the low execution of a loan for US$250 million dollars, granted by the Inter-American Development Bank -IDB-, and that after 4 years of signing it barely reflects a progress of 37.7% in compliance with the activities of the components of the Support Program to Modernization,” he stated.

For the Attorney General’s Office, these delays, beyond the administrative issue, must be reviewed urgently, since the efficiency, effectiveness and use of the resources that the Dian has for, among other things, the care of Colombians is at stake. .

Starting from the fact that the entire process depended on an endorsement from the IDB to extend the use of resources beyond 2026, Portafolio spoke with Dian sources to find out what has happened since the alerts from the Public Ministry became known and learned that for now those responsible for the process breathe easy, since they will have more time.

The first thing that was said is that the Inter-American Development Bank endorsed the extension of the deadline until 2028, for the use of the trillion pesos that was authorized for the Dian Fund and will have the supervision of the Ministry of Finance in its execution. All this taking into account that the 2026 deadline made it difficult to complete the necessary technological developments.

It was precisely the Treasury portfolio that was behind the extension of deadlines that, According to them, it will allow essential changes to be completed in the customs, tax and exchange systems.

One of the main objectives of the project is to modernize the Dian’s key systems, which currently have major flaws. Among the problems detected are security vulnerabilities, such as cases of intrusions in the systems to alter taxpayer payments without leaving a trace, a situation that is expected to be controlled by strengthening security, to increase efficiency and reduce associated operational risks. with current technologies.

On the other hand, among the advances achieved, the implementation of DataR stands outa centralized repository that unifies all information, improving its efficiency, security and management. This will go hand in hand with the migration of data to the cloud, which for them represents a significant advance, leaving behind dispersed systems and slow processes.

“The Single Data Repository (DataR) solution will contribute to the achievement of the entity’s strategic objectives, based on the integration of information from various sources and ensuring its homogeneity, quality and consistency throughout its life cycle. “, will also integrate the implementation of technological elements and the best data management practices to improve the entity’s processes and increase the exploitation of information for business intelligence, analytics and decision-making purposes,” they stated in the Dian.

Regarding how the resources will be used, Dian said that the loan allocates 77% of the resources to technology, particularly on fronts such as digital modernization, essential for the transformation of the entity’s systems. Likewise, the allocation of these resources seeks to strengthen the technological infrastructure and ensure that the solutions implemented respond to current challenges.

Finally, Dian explained that by depending on IDB financing, the modernization will not be affected by the current fiscal situation of the National Government, since the loan was approved since 2021, so its continuity is assured in the future. coming years.

They also highlighted that this isolation of resources allows that the project advances without interruptions, even in the midst of budget restrictions and was thought in such a way that they will be able to meet the established deadlines and optimize their systems, achieving a positive impact for both the entity and the taxpayers and the country in general.

Modernization is based on four pillars: Transformation of Human Talent, Technological Transformation, Closeness to the Citizen and Legitimacy and Sustainability and its objective is to “build a more honest Colombia through a modern, efficient and useful tax administration, capable of collecting national taxes with efficiency, provide solutions to taxpayers and encourage a culture of responsible contribution.”
