Despite Blocking of R $ 6 billion determined by the Federal Court of Auditors (TCU)Finance Minister Fernando Haddad said the footage program will not be interrupted. According to him, the spending cutting package approved at the end of last year establishes measures that place the program in the Union Budget, although the Union Attorney General (AGU) expresses concerns.
“There will be no discontinuity [no Pé-de-Meia]. This, I can guarantee. What I told the ministers is that all referrals are being done to ensure the continuity of the program, ”said Haddad after returning from meeting with President Luiz Inacio Lula da Silva; the Minister of the Civil House, Rui Costa; and the Minister of the Secretariat of Social Communication of the Presidency of the Republic, Sidônio Palmeira. The meeting lasted about nine hours at the official residence of Granja do Torto.
On the night of Wednesday (22), AGU appealed at the Federal Court of Audit (TCU) to request the reversal of the blockade of $ 6 billion of the foot that would come from public funds. Nevertheless, Haddad assured that the program, which pays incentives to public high school students enrolled in the Single Registry for Social Programs of the Federal Government (CadÚnico), can continue.
“So you talk to the Minister of AGU [Jorge Messias]. What I think is that we will find a way out to make the payment, ”he said when asked about the provision of the Attorney General.
Without approval of the 2025 budget, warned the AGU, the foot can be paralyzed later this month. According to the agency, the current balance of the funding funding funding fund and school completion for high school students (Fipem), administered by Caixa Econômica Federal and used to fund the footing, will only cover expenses of December.
TCU blockade
On the 17th, the TCU Minister Augusto Nardes signed a provisional precautionary measure that determined the blockade of R $ 6 billion of the foot, after representation of the Public Prosecution Service with the Court. According to the decision, the payment to students cannot be made directly by the fund, but must go through the National Treasury and be provided for in the budget law, not yet approved by Congress.
According to the TCU determination, the funds for the program must be blocked until they are regularized in the Federal General Budget. The Ministry of Education denied irregularities and said it has not yet been formally notified of the decision. The folder reiterated that all contributions to the fund that cost the program were approved by the National Congress.
