There will be centrality in government decisions and announcements, says Rui Costa

President Luiz Inácio Lula da Silva ended, this Monday (20), at around 4:30 pm, a meeting lasting approximately 7 hours with all 38 ministers of his government. The first ministerial meeting of the year, which began at 9:30 am, also marked the balance of 2024 and the government’s planning for 2025 and the second half of the term.There will be centrality in government decisions and announcements, says Rui Costa

After the meeting, which took place at the Official Residence of Granja do Torto, in Brasília, the Chief Minister of the Civil House, Rui Costa, spoke to the press about some of the points covered and commented on the president’s own statement, who during the opening of the meeting, in the morning, said that all ordinances and rules issued by the ministries should be scrutinized by the Presidency of the Republic, through the Civil House.

“Regardless of what the instrument is, whether normative instruction, ordinance or decree, it is important, in any government measure, in any ministry, that we have a central role in decisions and announcements”, he stated.

“Even because Minister Sidônio [Palmeira, da Secom), que está assumindo agora o governo, corretamente diz que é preciso, nesse mundo de alta velocidade da comunicação, que a informação organizada chegue primeiro à população, antes de chegar a mentira, antes de chegar a desinformação”, completou Rui Costa.

A ideia, segundo ele, é que qualquer medida que gere impacto em políticas públicas seja precedida de um plano de comunicação que antecipe as explicações das mudanças para a população.

Não haverá uma mudança formal de fluxo, como a publicação de norma jurídica, mas haverá uma mudança no fluxo de decisões políticas sobre as ações de todas as pastas e órgãos do governo.

“Definitivamente não podemos permitir que a mentira prevaleça sobre a verdade”, insistiu Rui Costa.

Na semana passada, diante da onda de fake news em torno de uma atualização na fiscalização do Pix, por decisão do Palácio do Planalto, a Receita Federal revogou o ato normativo que estendeu o monitoramento das transações aos bancos digitais, fintechs e instituições de pagamento. No lugar, o governo editou medida provisória (MP) para proibir a cobrança diferenciada por transações em Pix e em dinheiro.

Questionado sobre uma reforma ministerial, o ministro-chefe da Casa Civil voltou a dizer que é uma decisão que cabe ao presidente e pode ser feita a qualquer momento. “Ele está refletindo e, portanto, não há previsão nem data de início nem data de fim de uma reforma ministerial”, afirmou.

Rui Costa reforçou que o foco da reunião desta segunda foi discutir metas a serem atingidas ao longo de 2025.

“Vai ser o ano das entregas, de ganhar materialidade e consolidar tudo o que foi feito, para que a população tenha a nítida percepção do que foi feito em termos de país. Cada ministro e ministra terá sua meta de entrega para 2025”.

Ainda sobre o engajamento dos ministros, Rui Costa comentou outra declaração de Lula durante a abertura da reunião, quando cobrou empenho dos auxiliares no diálogo com as bancadas e com os partidos que compõem a base de apoio do governo.

“Nós estamos tratando de política e os ministros são agentes políticos, não só agentes administrativos e, portanto, ele [Lula] He wants ministers to have a lot of dialogue with their benches, with their parties so that this is all part of what we are calling perception on the part of the population”, he said.

Fiscal commitment and dollar

Asked by journalists about the adoption of measures to reduce public expenses, a recurring topic in the press, Rui Costa reinforced the government’s commitment, citing what was done in the last period, and that the same stance will be maintained.

“As I have said, the fiscal commitment does not belong to Minister A or Minister B, it belongs to the President of the Republic, it belongs to the government”, he said.

“Last year, we blocked R$20 billion in investment. Many articles questioned whether the government would be determined, whether it would actually make cuts. I’m not talking about forecasts, I’m talking about facts,” he stated, adding that “everything necessary” to balance public accounts will be done, but without any advance announcement.

Regarding the level of the dollar, which has been falling more slowly over the last few days, and which is now in the range of R$ 6.04, the head of the Civil House of the Lula government said he expects this volatility to stabilize over the next few weeks

“What reality is showing is that the dollar is falling. Unfortunately, it is not falling at the same speed as it rose, but I believe that, as the days go by, the inauguration of the new president of the United States and the robust numbers of Brazilian economy, the dollar returns to a level that is reflected in the real life of the economy, because the level it is at does not correspond to real life and the real numbers of the Brazilian economy”, he stated.
