Former head of Divincri de Piura asks to privatize the country's prisons

The former head of the Retired PNP commander, Alfonso Lanos, pointed out that the State cannot be paying S/30 a day to maintain each criminal who is in prison, after they have done harm to society. Given this, he agreed with the bill they presented in Congress that seeks to privatize Peru’s prisons as they have done in other countries such as Chile.

Llanos explained that the proposal to privatize the prisons with adjustments that will have to be made, is well regarded. “There is overcrowding and overcrowding in prisons. This obviously increases the danger since what happens today, such as extortion and hitmen, is managed from prisons,” he said.

He indicated that the State, with the people’s money, cannot be paying 30 soles a day to keep each criminal in prisons. “This (project) must have a treatment and a form. “They (prisoners) must generate their income, because a criminal who has harmed society cannot be paid for his food…”

Along these lines, he added that “you have to be too shameless to spend 30 soles a day to maintain a seasoned criminal. “I think it is an insult to poverty in the country,” he said.

He explained that some countries have already privatized their prisons, such as Chile. “It is an interesting proposal, since, in countries like Chile, almost all of their prisons are private. It also occurs in the United States, Canada, France and other nations. They have done this type of privatization to achieve a better form of custody of prisoners. But here more analysis and debate is required to reach a conclusion,” he said.

He asked the Central Government to capture the main leaders of criminal organizations. “The main ringleaders are those who handle primary information and from there begin to establish the objectives of kidnapping, extortion and contract killings. Because? Because they are organized gangs, and there are not two or three, since they are gangs that have seen extortion and hitmen as the best and easiest and safest way to profit illicitly,” Llanos emphasized to Correo.

The Popular Action parliamentarian, Wilson Soto presented a project that proposes the Privatization Law of Penitentiary Establishments that seeks to confront the structural crisis that the Peruvian penitentiary system is currently facing, due to overcrowding and lack of resources. This project was sent to the Justice and Human Rights commissions. Likewise, to that of Economy, Banking, Finance and Financial Intelligence for its study and opinion.

The measure would seek to optimize prison management, promote economic efficiency, reduce overcrowding and improve essential services, such as health, food and re-education.
