This Friday, the Ministry of Agriculture and Rural Development and the Transparency Secretariat of the Presidency of the Republic signed a joint circular with the aim of strengthening transparency, efficiency and responsible use of public resources in entities in the Agriculture sector.

The measure seeks to ensure that contracting processes are aligned with the principles of legality, transparency and efficiency. During the press conference held in the Conference Room of the Casa de Nariño, Guidelines were presented to implement supervision and monitoring mechanisms in contractual processes.
These mechanisms will allow possible resource deviations to be identified in a timely manner. The Minister of Agriculture and Rural Development, Martha Carvajalino Villegas, emphasized and assured that “with this circular we are reiterating our duty to safeguard the public resources of our sector. That is why we need the affiliated and linked entities to be able, specifically, to advance processes contractual agreements in accordance with the law, implementing rigorous supervision and transparent auditing.”

The circular highlights the adoption of internal control mechanisms, early warnings and the use of compliance policies to prevent irregularities. Besides, Entities in the sector must report periodically to the control bodies, thus strengthening the supervision of resources allocated to key programs such as Agrarian Reform.
In this context, Minister Carvajalino announced the installation of a permanent monitoring table for contractual processes in the Agriculture sector. This body will seek to prevent irregularities and ensure that the resources allocated have a positive impact on rural communities.

“This way we will guarantee that all execution in 2025 has a real impact on the transformation of the lives of peasants, indigenous peoples and black communities.“said the minister. The circular also responds to the findings of the Transparency Secretariat on agreement 542 of 2024, signed between the National Aquaculture and Fisheries Authority (AUNAP) and the Colombian Alliance of Public Institutions of Higher Education RED SUMMA.
Faced with this situation, Minister Carvajalino assured that will support complaints before the control bodies so that the corresponding criminal and disciplinary processes can be carried out. These actions reflect the Government of Change’s commitment to transparency and the efficient use of public resources. In addition, they reaffirm the joint work between entities to promote social, economic and environmental justice in the Colombian countryside.
