Factors that postponed the start of airport operations, according to LAP

After the postponement of the inauguration of the new terminal of the Jorge Chávez International Airport, the Construction Manager of the Expansion Project Lima Airport Partners (LAP)Sergio Ocampo, stated that there is a lot of technology and automation that is being implemented in the infrastructure, the adoption of which is costing both the internal and external operators of the airport.

In statements to this newspaper, he assured that 150 companies participate in the airport system and not all of them have the same capacity for adaptation. As he explained, they have encountered certain difficulties in being able to train all the personnel who will work at the terminal, because many companies do not want workers to dedicate certain hours to this work.

“They say that we lack fully developed operational tests, but before reaching these scenarios where comprehensive tests are carried out, we have to make the processes work by themselves. For example, in the test we did on Tuesday and the one we did today (yesterday), the check-in operators are not able to carry out the check-in process with the same efficiency, and it is a new system from the airlines themselves,” he explained.

Regarding the fuel plant, he explained that the last pressure test has already been completed, the minutes of which were signed by Osinergmin. On January 20, the fire test of this plant will be carried out.

Regarding the HBS/BHS systems, which are related to baggage inspection and attendance and time control, LAP plans to complete the tests on January 25, continuing with what are called stress tests until January 29, taking take into account that the start of operation was scheduled for that date.

“Depending on the results of each day, we will evaluate adjustments according to the new date,” he indicated.

He specified that through operational tests the operation of the baggage handling and inspection system has been verified. He explained that in this exercise it has been verified that the configurations of each part of the equipment work correctly, passing all the filters and flow tests to identify the amount of luggage that passes through the belts.

“The number of standard and oversized bags in the tests has been increasing to increase the stress level of the systems and these responded within the expected parameters. These are the tests that will continue to be carried out,” he explained.

Risk test

ORAT testing is a methodology that provides a framework for managing the risk brought about by changes affecting airport operations, whether due to changes in facilities, configuration or procedures.

According to the LAP representative, since the start of the ORAT tests, on August 20, 2024, Lima Airport Partners has shared information with airlines and airport operators.

He indicated that the January schedule of the ORAT tests was made public with the airport community at the end of December and the execution of the tests has been completed.

“The results of the tests are discussed in the preparatory meetings with the airport community participating in the exercises to identify improvements and anticipate risks in the process. These observations are then consolidated into a report and all results reports have been sent to the main actors involved, airlines and operators. More than 15 reports, revealing the results, good and bad, have been delivered. It is not true that LAP has not shared timely information to the airport community,” Ocampo asserted.

The executive said that the concessionaire has been working jointly with all the operators, fine-tuning the details of the system for its optimal functioning.

For the commissioning of the fuel plant, the executive indicated that the settlement tests of water and fuel tanks, hydrostatic tests of pipes, the hydrant network, among others, have already been completed.

“The last test to be able to operate the plant is the fire test that should be carried out according to schedule around January 20. After this we should have everything necessary to operate without problems,” he commented.

The LAP representative stated that at the end of the month the concessionaire will deliver the infrastructure. For this reason, he indicated that they do not find a reason to justify a third postponement. Regarding the possibility of the opening being gradual, he explained that this has not been defined, so it would be opened completely.
