3. Audits. It must be written in the law that the Superior Audit of the Federation (ASF) evaluates Infonavit. It is much better to clearly and precisely establish that the institute is an auditable entity. “I hope they add it to the current text,” he said.
4. Tripartism. It will be necessary to see if the discussion on whether tripartism has to be equal or if it remains in the terms in which the initiative was presented, with a majority for the government in internal commissions and committees.
5. Sectoral directorates. The disappearance of the sectoral directorates of workers and employers has to happen.
Vertical development
The reform establishes that Infonavit can participate in urban development plans, and that it can agree on partial plans with the municipalities.
“Solely for a criterion of sustainability, what is best for you is to make housing more compact and dense, because the further you go from the aquifers, for example, the more expensive it costs to pump the water. What is convenient is not to carry the water so far,” said Carlos Martínez.
How important will Infonavit be for this six-year term?
“Infonavit is fundamental for the housing plan, one of the most ambitious and successful policies of the president (Claudia Sheinbaum). Infonavit can be the central actor to ensure people’s quality of life,” he noted.
The impact of cities and economic development is very important. “Every year, in pure credit, it distributes about 1% of GDP – more than 250,000 million pesos in credit. That translates into jobs, construction of homes.
Yes, now it has greater power because it can also build. “If you do it all together, it will have an impact of more than 1% of GDP each year, and it will mean more jobs, more everything. It is going to be important to maintain public investment, through housing,” he said.
Fight corruption
Octavio Romero Oropeza, current director of Infonavit, has made public situations such as payment of between 60,000 and 90,000 pesos to those who attend the Assemblies General, as well as projects that were carried out in previous administrations.
“There is an opportunity for the reform to generate changes to this type of schemes,” said Carlos Martínez.
Likewise, he added that each sector – workers and employers – approved, at the time, the payment of commissions to sector directors.
The former director recalled that, during his management at the head of Infonavit, the labor and employers sector voted against proposals such as: eliminating the payment of these bonuses – which comes out of the institute’s operating expenses -, as well as the opening to audits of part of the ASF and the voluntary affiliation to the IMSS and Infonavit of independent workers.
The reform initiative was approved in December by the Senate of the Republic, and was handed over to Deputies, as the reviewing Chamber. However, their discussion was postponed.
Ricardo Monreal, coordinator of the Morena Parliamentary Group, said that in February it will be the first initiative to be discussed. This January 13th the reform analysis tables .
