Santo Domingo. –The Ministry of Education suspended and sanctioned Samuel Martínez Cabrera, director of Educational District 14-02, of Cabrera municipality, María Trinidad Sánchez province, for making payments to substitutes for a teacher who is on medical leave.

The institution justified its decision by remembering that the regional, district and educational center directors of the public pre-university system They do not have the power to make payments to substitute teachers who are on medical leave due to common illness or maternity, the Ministry of Education of the Dominican Republic (Minerd) stated today.

“The educational portfolio maintained that this is a responsibility that it exercises exclusively, as long as the request is processed in a timely manner and in accordance with the provisions of Departmental Order 43-2019, regulations that regulate substitute teaching staff in public educational centers.” Education indicated in a statement.

The governing body of Dominican education recalled that teachers have access to medical licenses and subsidies, as established by Social Security Law 87-01, the common illness subsidy regulations and Departmental Order 43-2019.

However, he clarified that in District 14-02, of the Cabrera municipality, teacher Miledy Lorenzo incurred payments to substitutes through that District Directorate, acting against the regulations. Therefore, the Ministry of Education suspended and sanctioned to the director of the Educational District.

The institution also announced that Lorenzo, who has been out of the classroom since 2017 and was suspended in October of last year, will be able to opt for retirement due to illness, as established by law. provided that you present medical leave for 26 weeks and written proof of a medical board that states that you cannot provide your services in the classrooms.

Licensing processes

During the past year, the Ministry of Education processed 35,093 medical licenses; while in the first 14 days of 2025, 2,112 requests have already been managed, which shows constant attention to the health of its staff.

In order to ensure transparency and efficiency in all processes, Education has established clear procedures to manage these licenses, including cases of illness. common and maternity leaves.

The entity indicated that pregnant employees must report their status within the first trimester, following the steps indicated by the Superintendency of Health and Occupational Risks (SISALRIL).

In the case of a common illness, the process must begin with a request or report to your immediate superior for the license or permit, through form LP-002. The file is raised to different areas and then goes to the corresponding registration and approval in the human resources system.
