By law, applicants must not carry out any promotional act at this stage of the process, in order not to incur possible advance acts (pre-campaign). If they do so, determining whether their conduct is irregular or not will be the task of the electoral authorities.
The Judicial Reform does not contemplate the pre-campaign period, although it is an unregulated area. Officially, the campaigns begin until Sunday, March 30. That is why propaganda activities before there are definitive lists of candidates could be considered an anticipatory act.
The Judicial Reform established that there are no pre-campaigns nor are the following activities permitted:
- Promotion of applicants.
- Expenses to promote yourself.
- Fundraising to finance yourself.
- Obtaining resources from any source.

Another one is the morenista Celia Mayawho is seeking candidacy for magistrate of the Disciplinary Court; She also started with capsules from her Facebook account, and in December she went to Guerrero, along with legislators from Morena, to explain what the reform of the Judiciary consists of.
On December 31, 2024, for example, he spoke about said reform and asked citizens to participate in the election on June 2025, saying that this process symbolizes “an advance towards a more participatory justice” and “it is an opportunity for “Citizens are the authors in the transformation of institutions.”
It also already promotes its image Mario Bracamonte Gonzálezwho was president of Morena in Puebla. He seeks to be a candidate for minister of the SCJN. The Morenista makes videos and podcasts on Spotify where he gives political analysis. In these not only does his image appear, but also his name with a cherry-colored background, similar to Morena’s.
Another candidate who began to promote herself is the minister Lenia Batres Guadarrama, who since July has attended different Morena events to promote Judicial Reform. Under this argument, he has gone to various states such as San Luis Potosí, Guanajuato, Durango, Zacatecas, Yucatán, Nuevo León, Chiapas, Michoacán and Baja California, where he has promoted his image.
The minister, who announced that she will be a candidate to seek this position again, assured that she will continue participating in these forums to inform why Judicial Reform was “urgent.”
“I have conveyed that information in communities across our country, not at Harvard or in Washington. I have gone to Mexican communities to inform, not to mock nor to avoid the control of excesses committed by the Judiciary nor to seek support for the lack of control of these excesses in international bodies. (We must) disseminate why a Judicial Reform was urgent and what the changes consist of. Of course this public power will continue to try to generate the least amount of expenses,” he commented in December.
In this same case are the ministers Loretta Ortiz and Yasmín Esquivelwho, together with Morena, have toured states and universities to speak in favor of reform of the Judiciary. They have assured that they will participate in the June election to seek the same position they now hold.
These tours began in August and have received everything from applause to reproaches. In September, Minister Loretta Ortiz was received – in Nuevo León – amid screams and shouts by protesters who are against the constitutional reform that establishes that judges will be elected by direct vote.
In addition to her tours around the country, Loretta Ortiz, since November 29, began publishing videos and photographs on her social networks, in which her image, her name and texts related to the Judiciary appear.
Furthermore, it is Magda Zulema Mosri Gutiérrezwho is seeking the candidacy of minister of the SCJN. Since June, the candidate had published videos on social networks in which she explained various topics, such as political gender violence and voting. He made them every month, however, since November, he has posted them daily.
The wife of the former head of the Attorney General’s Office, Rafael Macedo de la Concha, is currently publishing videos explaining who she is, what she does and gives her opinion on the Judicial Reform.
