They were half changes. The president of Congress, Eduardo Salhuana, announced, tonight, the removal of the positions of the heads of Human Resources, Technology, Transportation and General Services.
However, he did not remove the head of the General Directorate of Administration (DGA), Carlos Pais, from his position, close to his party, Alliance for Progress (APP), despite announcing it at a press conference on Thursday.
These announcements were made known on Canal N.
According to Salhuana, the new head of Human Resources is Sonia Polino Valverde, who will replace Haidy Figueroa, an APP activist. He has more than 30 years of service in the public sector, and has no political affinity, according to the head of Parliament.
The new head of Information Technology is Eduardo Celso Prieto Hernández.
Jaime Ilasaca Gutiérrez and Giancarlo Bernal Negreiros are, finally, the two new heads of Transportation and General Services, respectively.

However, he did not change him to the head of the DGA, even though he said, last Thursday, that he was going to remove him from his position, for being involved in the investigations of the Andrea Vidal case.
Last Wednesday, as revealed by Perú21, the senior officer of Congress, Giovanni Forno, and the head of the General Directorate of Administration (DGA), Carlos Pais, during their presentation at the Oversight Commission, entered into contradictions about who was the person who recommended the two hires of Jorge Torres Saravia – the main person involved in the Andrea Vidal case – as head of the Legal and Constitutional Advisory Office of the legislative entity, between the years 2023 and 2024. Neither of them took responsibility for his hiring, although the greatest weight falls on Forno due to his hierarchy.
That was the conclusion reached by the president of the Oversight Commission, Juan Burgos, after finishing the session – which lasted more than six hours – in which Forno and Pais gave their defenses.
In his presentation, Burgos asked Pais if he had recommended Torres Saravia in his second hire, between May and December 2024, as Forno stated in his statement on December 26.
However, Pais denied that he had suggested the aforementioned hiring.
“As general director of administration I have multiple meetings with the senior officer because he is my direct boss, I coordinate with him almost daily, or at least two or three times a week, on labor and administrative issues (…) But, verbatim, as he mentioned “I don’t think so,” he replied.
For his part, Forno was called to testify yesterday, as a matter of urgency, and after sitting near Pais, Burgos asked him again if he confirmed that he had recommended hiring Torres Saravia in 2024. “Yes, I I ratify,” Forno replied.
On the other hand, the senior officer had a first contradiction when he was consulted, in the same session on December 26, about the first hiring of Torres Saravia as head of the Legal Advisory office, a position in which he served between August 2023. and February 2024, the date on which he resigns to run unsuccessfully for the Parliamentary Attorney’s Office.
Forno indicated, that time, that he received Torres’ resume for hiring. But, when asked by Burgos about who gave him Torres’ resume, Forno replied that he did not remember. “I would be lying to you if I told you who it was at this moment,” he said on that occasion.
Pais, in his defense, pointed out that the hiring of senior positions is the responsibility of the senior officer and is done by agreement of the Board of Directors.

Salhuana told Canal N that on Monday he will announce more leadership changes.
Last Thursday, the head of Congress indicated that the change of the senior officer, Giovanni Forno, will depend on the Board of Directors.

Last Thursday, this newspaper also announced that the Honor and Democracy bench had already presented the motion of censure against him for two reasons: the Andrea Vidal case and his trip to China.
However, the president of Congress indicated that he was not going to step aside, and that he is willing to face censure when it is voted on in the Plenary.
SEVEN KEY APP POSITIONS
Perú21 has also reported that APP controlled seven key positions in Congress, and that due to this it could shield Jorge Torres Saravia in the investigations of the Andrea Vidal case, which investigates the alleged crime of a prostitution ring within the Legislature. This case is just beginning.
