New changes in the technical-mechanical review in 2025: several drivers affected

This is the new requirement that all drivers must meet when carrying out the technical-mechanical inspection.

With the beginning of 2025, various entities have implemented modifications to their requirements, seeking to strengthen security and offer greater comfort to users. An example of this is the technical-mechanical review, which will now include a new requirement to reduce evasion by some drivers when acquiring the vehicle. Mandatory Traffic Accident Insurance (SOAT).

With the aim of strengthening road safety and combating vehicle evasion Mandatory Traffic Accident Insurance (SOAT) and the technical-mechanical review, the Ministry of Transportation has issued new provisions that must be adopted by the Automotive Diagnostic Centers (CDA) throughout the country.

These measures also seek to guarantee compliance with current regulations, as established in articles 51 and 52 of Law 769 of 2002 and its modifications, as well as article 42 of the same law on the mandatory nature of SOAT.

These provisions are a response to the high evasion rates registered in the country. According to data from RUNTas of September 2024, 57% of vehicles did not comply with the technical-mechanical reviewwhile the 48% lacked SOAT current.

According to the circular issued by the Ministry, the CDAs must verify in real time, through the Single National Transit Registry (RUNT), that all vehicles presented for the technical-mechanical review have a SOAT valid and correctly issued. If a vehicle does not comply with this requirement, it will be immediately reported to the competent authorities.

“In the event that the vehicle does not have the valid and correctly issued SOAT, it must be immediately reported to the respective Traffic Organization (the one that appears in the RUNT or the one under the jurisdiction of the CDA), so that the vehicle can proceed with the imposition of the respective subpoena order“says the circular.

As explained from MinTransportthe National Road Safety Agency (ANSV) will have one month to define the technical and technological instruments which will allow CDAs to carry out these verifications in real time. Furthermore, within a maximum period of three months, the ANSV and the RUNT 2.0 Concession must implement the necessary adjustments in information systems, so the query of the SOAT and the automated reporting to the traffic agency are carried out without setbacks.

The implementation and effectiveness of these measures will be evaluated periodically by the Ministry of Transportation. This will make it possible to measure the impact of the new provisions on reducing evasion and improving accident indicators.
