Gutiérrez presented bills in the Neuquén Legislature and lamented the conflict in Ukraine

The governor of Neuquén, Omar Gutiérrez, presented on Tuesday 21 bills ranging from the creation of economic groups, to training for youth work and the eradication of bullying in the school environmentupon opening the 51st period of ordinary sessions where he called for the peace and dialogue in the face of conflict between Russia and Ukraine.

“It is a difficult, sad, complex moment in which she is immersed all mankind”, said the Neuquén president and added that “there are issues that we know how they start, but we do not know how and when they end”.

Gutiérrez expressed his “categorical rejection of Russia’s decision to invade Ukrainian territory and I make an exhortation, a request, a claim on behalf of the people of Neuquén that cease fire”.

In this context, he pointed out that “this year we celebrate 40 years and we are not going to give up on claiming through diplomatic channels in every moment and in every minute of our lives, what is ours, our dear Falkland Islands”.

Gutiérrez presented 21 bills so that in the ordinary period 2022 the Chamber of Deputies debates them, such as the creation of the Regime of Careful Labor Practices of Training for Young Work; the prevention and eradication of bullying and harassment in the school environment; the declaration of Cultural and Historical Heritage of the Province of Neuquén to the “El Sauce Petrified Forest”; the exemption from the payment of the bonus contribution rate for victims of gender violencea regime for the creation and operation of Groups of Economic Activities, among others.

Gutiérrez highlighted the growth of oil and gas production in the formation Dead cow.

“Today one third of oil and gasthat are produced in the country come exclusively from Vaca Muerta,” said the president, recalling that “at the end of 2015, unconventional oil represented just 4.6 percent of the total produced in the country and unconventional gas was 3 percent,” while today those levels amount to 36 and 31 percent, respectively.

He pointed out that, in 2021, oil production grew by 30% with 71 million barrels.

“In the middle of last year we said that we would reach 235 thousand barrels per day of oil, but we reached 246 thousand in December and in January we reached 256 thousand barrels per day”, he specified.

Gutiérrez maintained that he was “convinced that this year we have to exceed historical goal of maximum production in the province, which is 308,000 barrels per day”.

The Governor of Neuquén presented to the legislators the “Plan 2030” with 250 public-private initiatives in response to the UN 2030 agenda that focuses on climate change.

In this framework, he announced the creation of the Green Energy Research Institute that “will act as a complement, without turning its back, on the development of hydrocarbons.”

The tourist season was another aspect addressed by the governor, pointing out that “we are experiencing a exceptional and historic tourist seasonwith income from tourism from the Christmas and New Year holidays until yesterday of 14 billion pesos”.

He thanked the work of health personnel during the pandemic and highlighted the COVID 19 vaccination campaign that continues in the province.

In another section of his speech, which lasted almost an hour and 50 minutes, he made the commitment to comply with the territorial survey established by law 26160 because he assured that “differences must be resolved through dialogue.”

“The territorial survey is very important and is the basis of social peace”, he said, indicating that he wants to complete it during his current administration.
