Fortunato Rivas Palomino’s home caught fire on December 22, in the city of Huancayo. According to a report from the Huancayo security department, the fire occurred at around 10:00 pm last Sunday on Av. Circunvalación No. 723, where Mr. Fortunato Rivas Palomino and his partner Palomino Gastalu Yonni were inside a house. Both were rescued, but suffered burns. Apparently the fire started from a lit candle.
Four days later, the Civil Defense unit of the Municipality of Huancayo helped the two men, however, the neighbors reported that Mr. Fortunato had not received medical attention, because the Carrión hospital refused to treat him since he did not have an ID. The man had apparently second and third degree burns on his back, leg, hands and face, some of which were already becoming infected.

Due to the state of health, the director of the Daniel Alcides Carrión hospital, Gustavo Llanovarced, said he was outraged since no person can be denied access to health, because it is a universal right. He also explained that in the hospital care is free for everyone. Thus, a SAMU ambulance was arranged so that it could go to the home of those affected.
Mr. Fortunato and his friend, both survivors of the fire, were examined by health professionals, one of them explained that they can be at home with adequate supervision of the wounds, but given that both men would be in a state of abandonment, they will be transferred to the hospital.
