He Ministry of Higher Education, Science and Technology, MESCyTdoctor Franklin García Ferminreported that Dominican students in Russia who requested financial aid payment from the institution are not part of the International Scholarships.
This was clarified by the heads of the MESCyT and the Dominican Association of Graduate Professionals from Russia, Eastern Europe and Central Asia and Cuba (ADOPEREACU), Franklin García Fermín and Margarita Franco, after indicating that the only students who receive tuition and maintenance payment on behalf of the Dominican Government are those who participate in the National Scholarship System, established by decree 549-01, issued by the president Luis Abinader.

In that same order, they explained that the student Linel Isabela Happy Mars She received a scholarship from the Russian Ministry of Education, which only covers the payment of university tuition, so she and her family must cover travel expenses, health insurance, housing and maintenance.
“Currently, we are not awarding international undergraduate scholarships, neither for Russia, nor for any other country. In addition, the student who represents the applicant group is studying a degree in graphic design, a career that is not part of the STEAM (science, technology, engineering and mathematics) programs, which have a high impact for the nation,” he clarified.
Likewise, he indicated that on other occasions Humanitarian Aid has been provided at the ADOPEREACU request, as long as the students meet the academic merit requirements and are trained in careers of great interest to the nation, such as STEM programs.
While ADOPRECU, through an official clarification signed by its president Margarita Franco, confirms that the agreements signed with the MESCyT have the purpose of granting scholarships at the Peoples’ Friendship University, located in Moscow-Russia, only for postgraduate scholarships. , master’s degrees and specialties, for a period of three years, mainly in areas such as medicine.
In addition, the document indicates that between 2023 and 2024, fifteen specialists have completed their studies in health areas. While the MESCyT granted Humanitarian Aid for an amount of US$400 dollars per month, exclusively to students with scholarships from the Russian Federation who had economic difficulties and belonged to STEM areas.
