The Environmental Evaluation and Supervision Agency (OEFA), an entity attached to the Ministry of the Environment (Minam), ruled this Monday, December 23, to dictate administrative measures for immediate compliance to Petroperú, after the oil spill that occurred in the Maritime Terminal area. from the Talara refinery.
“The purpose is to prevent cumulative or more serious damage that affects the health of people, water, sediments and marine fauna.“, indicates the OEFA through a statement.
In that sense, said organization has:
1. Identify and control the source of the hydrocarbon spill, within a maximum period of 3 calendar days.
2. Identify the areas affected by the displacement of the spilled hydrocarbon, within a maximum period of 3 calendar days.
3. Carry out the containment and recovery of the total hydrocarbon identified in the intertidal and subtidal zone affected by the hydrocarbon spill, within a maximum period of 5 calendar days.
4. Clean the entire area affected by the hydrocarbon spill, within a maximum period of 15 calendar days.
5. Carry out adequate storage of the waste generated as a result of the recovery and cleaning of the total area affected by the hydrocarbon spill, within a maximum period of 20 calendar days.
6. Carry out the transportation and final disposal of the waste generated as a result of the recovery and cleaning of the total area affected by the hydrocarbon spill, within a maximum period of 15 calendar days.
“In the event that the company does not comply with the dictated measures, the corresponding administrative, civil and criminal actions will be carried out,” OEFA stressed. Furthermore, they add that “The results of the field actions that are being carried out will be reported in a timely manner.”
Petroperú affirms that beaches are now “totally clean” after oil spill in Talara
The general manager of Petroperú, Óscar Vera, stated that the beaches affected after the oil spill that occurred in the early hours of last Saturday have been “100% cleaned” and their waters are “crystal clear.”
“This morning, when inspection bodies from different entities arrived from Lima, they were able to verify that the water is completely clean and crystal clear. We have continued to look for possible impacts in adjacent areas. We have found a hydrocarbon trail that surely comes with the waves on the beaches to the north and south of La Capullana. Everything has been cleaned and we already have the staff that is supporting us available to, at any time indicated to us, conclude the cleaning and remove them from the place.”, declared Vera for RPP.
Likewise, he indicated that the problem was due to a leak in the cargo of hydrocarbons to a ship. In addition, the technical report will indicate the dimensions of the damage since it is an underwater line, but clarified that what happened was not a spill.
“In the case of La Capullana beach, there was hydrocarbon in the rocks, so what has been done is to remove all the hydrocarbon from the sand. Let’s say it is not a spill, but it is a leak because the hydrocarbon has covered an area”, he stated.
Óscar Vera pointed out that a list of the fishermen who have been affected by said spill was also made and so far, 150 people have registered.
“Our social team is registering the fishermen who have approached this area because, as I said, it is an area with little access, in which no activity is seen; However, in the sea there are men who surely fish, who are being surveyed. There are approximately 150 people”, he pointed out.
