IPAE: We reject "roundly" the recent law of Congress that creates new public universities

The recent congressional law that creates more than 20 new public universities, approved in Congress, in the first vote, early Saturday the 14th, was rejected by IPAE through an institutional statement.

“From IPAE Acción Empresarial we categorically reject the recent draft law approved in the Plenary Session of the Congress of the Republic, through which 20 new public universities are created in different regions of the country. This opinion has not considered the unfavorable and technical opinion of other state bodies such as the Ministry of Economy and Finance, the Ministry of Education, the National Council of Education, among others,” the statement added.

This is IPAE’s statement of rejection of the law approved in Congress in the first vote.

Vice President of IPAE, María Isabel León: The law “is populist”

In the event that Congress manages to approve, in a second vote, the creation of 21 public universities – which with that number would already add a total of 40 new state universities in the country -, the Executive must observe that law, because it is a norm that does not is protected by the Constitution, is populist and does not have a pro-country strategy, he told Peru21 María Isabel León, vice president of IPAE.

León referred in this way to the public statement by IPAE in which the approval of said law is “flatly” rejected. “We reject the systematic and irresponsible creation of new public universities that respond to populist interests and play with the expectations of the population,” the document reads.

The former president of Confiep also criticized that Parliament had made that decision because the lives of Peruvians cannot be regulated “in this irresponsible way.” “We have not yet heard the voices of the Ministry of Economy and Finance (MEF) or the Ministry of Education (Minedu) about this nonsense,” he added.

According to the expert in education issues, the laws approved by the Executive must have a deep debate of the pros and cons, and professionals who know the issues under discussion must be summoned.

BET ON TECHNICAL EDUCATION

In our country, according to the president of the IPAE Strategic Education Committee, 74% of enrollment is in university higher education and 26% in technical education, unlike what happens in Chile, which, for example, registers 56% of university students versus 44% of technical career students.

“The country requires technical labor, not senior university graduates. This information is provided by the Ministry of Labor itself. It is part of the public policy that has been consolidated in the so-called ‘Pact for Education’ that the Executive Branch has been promoting and that has even had the support of Congress,” León explained.

THEY WILL GO TO THE TC

The IPAE representative announced that in the event that the Legislature finally approves the law, and the Executive does not observe it, they will appeal to the Constitutional Court (TC). “Congress does not have a spending initiative in accordance with the Constitution. Functions of the Executive are being taken over. Even with the power to determine what courses these universities would offer. That is not the role or function of Parliament,” he concluded.

-The 49 licensed universities should be strengthened and no more universities should be created, León said.

-We must facilitate the creation of subsidiaries where a study is carried out and the need to have them is evaluated, he said.
