In an interview, the Secretary of Administration and Finance of Mexico City, Juan Pablo de Bottonexplained that the increase in 3 to 4% in the ISN that is contemplated in the proposed CDMX Income Law for next year, would allow the collection of around 7,500 million pesosan amount that will go directly to a fund to attend to different projects.
The capital official assured that this increase has already been discussed with the city’s private sector and that it will be accompanied by benefits for the sector through tax benefits.
“There is a very important layer of tax benefits. They will be given to 93% of micro and small businesses and companies.”

The Payroll Tax is the most important in Mexico City, as it is through which the local government collects the largest resources. For this 2025, it is projected raise 45,983 million pesos, 10,000 more than projected to be raised in 2024.
Financing for Cablebús
The government of Mexico City contemplates by 2025 the start of construction of three of the five Cablebús lines that the head of Government, Clara Brugada, promised during her campaign.
This is the one that will run in Tlalpan, Ávaro Obregón and Xochimilco-MIlpa Alta and in order to start the works, the 3,500 million pesos that the city government requested debt from the federal Congress and now from the local one.
The Secretary of Finance of the capital explained that the requested debt is to finance the start of the three Cablebús lines as long as collection progresses during 2025.
“Studies have to be carried out, let’s say, that are in process and the cabins (gondolas) and the electromechanical system have to be ordered, it is not a one-year project, so these are the resources necessary to start” he highlighted .
In addition, he mentioned the existence of other sources of financing, such as the Permanent License Trustwhich began on November 16 and is estimated to raise 1.5 billion pesos by December 2025.

Metrobus and Ecobici
If the contracting of debt is approved, these resources will be added to the pool of mobility works that is contemplated in total 6,951.3 million pesoswhich represent an increase in 185.9%compared to what was had this year, which was 2,431.4 million pesos.
These resources will be allocated to the creation of a new Metrobús line and the expansion of the ECOBICI public bike program.
For this system, in 2025 it is projected to expand to all municipalities and build seven bike parking lots for what is considered 37.8 million pesos, as well as 91.1 million pesos for 40 kilometers of bike lanes.
