Lambayeque: former mayor of Pátapo is sentenced to more than 5 years in effective prison

The Superior Court of Justice of Lambayeque sentenced the former mayor of the District Municipality of Pátapo Carlos Ramón Salvador Cayotopa to 5 years and 4 months of effective prison.

In advance of the ruling, the First Investigation Office of the Provincial Prosecutor’s Office Specialized in Corruption Crimes of Officials of Lambayeque obtained the conviction of Salvador Cayotopa as the author of the commission of the crime of intentional embezzlement by appropriation for another, to the detriment of the municipality.

The same sentence was imposed on Aldo Alfonso Crespo Dávila, Edwin Absalón Muñoz Sánchez and Pedro Enrique Villegas Ugaz, as well as disqualification for the same period of the sentence and the payment of joint and several civil reparations of 40,000 soles.

In addition, Sandra del Pilar Arbulú Merino, general manager of the company Global Autos SAC at the time of the commission of the crime, was sentenced to 5 years of effective imprisonment, disqualification for the same period and the payment of civil compensation. for being a primary accomplice.

Criminal liability

The provincial prosecutor Javier Idrogo Rodríguez confirmed in court the criminal responsibility of the accused Carlos Salvador Cayotopa, Aldo Crespo Dávila, Edwin Muñoz Sánchez and Pedro Villegas Ugaz, who in their capacity as mayor, municipal manager, head of Supplies and head of Administration of the municipality of Pátapo, respectively, in September 2013 and violating their duties of administration and custody of public funds, they appropriated 23,970 soles.

These resources, according to the tax thesis, were allocated to the co-defendant Sandra del Pilar Arbulú Merino, for the acquisition of a Lifan brand minitruk truck.

However, the accused never had the vehicle available for sale, since it was only sold to the entity by the company Travex SAC in March 2014. Despite this, the defendants authorized the payment, resulting in the outflow of public money for the benefit of Arbulú Merino.
