For the election of justices of the peace on December 15, voters must use the website of the Ministry of Communes and not that of the CNE, as is usually done, to be able to locate their voting center. This is because the National Electoral Council page has been “hacked” for four months after the presidential elections of July 28.
On Friday, December 13, 4,817 voting centers were set up for the election of justices of the peace that will take place this Sunday, December 15, from 8:00 in the morning to 6:00 in the afternoon.
In the election, voters aged 15 and over will be able to vote, who will exercise their right to choose among 52,288 registered candidates. At each voting center there will be the names of the candidates and their assigned numbers. While the indigenous communities will have their own systems for electing justices of the peace, adjusted to their norms.
Each voter will be able to vote for up to three candidates and in total there will be 15,000 main judges and more than 15,000 substitutes.
But in order to locate their voting center, voters on this occasion must use the website of the Ministry of Communes and not that of the National Electoral Council (CNE) as is usually done in each election. This is because the CNE page has been “hacked” for four months after the presidential elections of July 28.
On the website of the Ministry of Communes, users find six sections distributed in: Home, The Ministry, Communal Councils, Laws of Popular Power, Popular Power in Numbers and News.
To consult the voting center closest to their place of residence, voters must enter the tab «Electoral Centers»search for the state, click and access a PDF document that indicates the municipalities and parishes.
What will the process be like?
The vice president of the National Electoral Council (CNE), Carlos Quintero, announced on December 12 that 4,817 voting centers will be enabled for the process. The election will be held in 5,297 communal circuits, where 436 indigenous communities are integrated.
“In each circuit there is an electoral commission, an established commune and an association of communal councils that will lead to the formation of a commune,” Rodríguez explained.
This commission will be made up of five people and must convene the process, inform and disseminate the regulations, as well as upload the applications to the system. In addition, they have to receive the electoral party, organize the process at the voting center, attend to witnesses and ensure compliance with the rules and the smooth running of the day.
Two of the members will be the president and the secretary of the board. The other three members must register the automated system, total the votes and announce the elected judges. The CNE will designate a person responsible for each center to verify the technical and logistical operation of the process.
According to articles 2 and 5 of the regulations, each of the circuits will vote for justices of the peace. These will be the three candidates who accumulate the greatest number of votes. Their respective substitutes will also be determined, who will be the three remaining candidates who have registered the most support.
Although article 64 of the Venezuelan Constitution establishes that voters are those who have turned 18 years of age, the ninth article of the regulations indicates that, from the age of 15, all inhabitants of the communes or the communal circuit who present their registration document identity can participate in the process.
The president of the AN began the electoral campaign on Wednesday, December 4 and its extension was scheduled until Friday the 13th. This last day the polling stations were set up. Then on Sunday the 15th the day will start at 8:00 am and end at 6:00 pm
Regarding the campaign, the thirteenth article prohibited candidates from campaigning or electoral propaganda in the mass media, although the sixth paragraph allows them to attend opinion programs on radio, television and digital networks as guests.
Each communal circuit may have one witness per center. The scrutiny will be done manually, in accordance with the provisions of article 14 of the regulations. After handing in their ID card, choosing their three candidates and placing their vote in the ballot box, each voter must sign and mark their fingerprint in the voting notebook.
