As agreed, the parliamentary debate will last one hour, which will be distributed proportionally among all parliamentary groups. There will be no interruptions or additional time.

Non-grouped legislators will have one minute to set a position on the issue

The approval of censure requires the vote of more than half of the legal number of members of Congress, which is 67 votes.

If the motion is approved, as specified in literal b) of the same article, the censured minister must resign and President Dina Boluarte must accept the resignation within the following seventy-two hours.

The motion of censure approved last week was due to the scandals of the deactivated Qali Warma program, which involved the delivery of food in poor condition.

Thirty-nine signatures signed the motion, which is supported, among other groups, by the Socialist Caucus, Podemos Perú, Together for Peru, Somos Perú, Alianza para el Progreso and the Democratic Bloc.

The motion of censure specifies that Demartini “has not formulated a self-criticism or mea culpa during the questioning for his passivity and lack of oversight, which is consistent with his level of responsibility as head of Midis in relation to the irregularities in the provision of food program, being a program that serves more than 4 million children in Peru”.

LAW THAT PROHIBITS PEOPLE SENTENCED FOR SERIOUS CRIMES FROM APPLYING

In today’s plenary session, the law that restricts those convicted of serious crimes from being able to run for elected office will also be debated.

Congressmen from the Honor and Democracy (HyD) benches, José Cueto, from Renovación Popular (RP), Diego Bazán, and Edwin Martínez and Ilich López, from Acción Popular (AP) told Peru21 that approval is necessary, in this legislature which ends today, Friday, give the green light to the approval of the law that restricts those sentenced for crimes that have attacked democracy, such as terrorism, illicit drug trafficking, attacks against national security, treason the homeland and rebellion.

According to Congressman Cueto, if the aforementioned law is not approved in this legislature, “in the next elections any criminal” who has attacked democracy could run.

This, in reference to Antauro Humala, who is free after having served sentence for murdering four police officers, in the ‘Andahuaylazo’, and also continues with his electoral campaign, despite the fact that the Supreme Court has declared, in the first instance , the dissolution of his party for having had “undemocratic conduct.”

Why is it important that the law be approved today, Friday? Congressman Martínez recalled that since it is a constitutional reform law, it is required to be approved, with 87 votes, in two legislatures; that is, the one that ends today, and the one that begins the first week of March 2025.

However, in order for the aforementioned law that defends democracy to be applied in the 2026 general elections, the aforementioned legislative norm must be approved before the second week of April of the following year, the date on which the Executive will call the next electoral process. .
